Overview
Alion Science and Technology supports the Naval Information Warfare Center Pacific (NIWC PAC) and U.S Marine Corps (USMC) program for Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Networking-On-The-Move (NOTM). Under our contract, we enhance C4ISR OTM systems to keep pace with advancing technology, reduce size, weight, and power (SWaP), and deal with the transition of satellite communications (SATCOM) bandwidth to a Department of Defense (DoD)-governed band. Alion has supported NIWC PAC's development and fielding of NOTM systems since 2009 to enhance deployed USMC tactical SATCOM systems. Our analysis,research, and development efforts have resulted in the successful fielding of three ground combat vehical (GVC) and two Airborne Point of Presence variants and six GCV Staff Vehicle Kit (SVK) variants, plus Block B and C engineering change revisions, the Tactical Modem Kit (TMK), and the Tactical Power Supply (TPS). We also supported SSC Pacific’s collaboration with the Army’s Tactical Network program (formerly WIN-T) to achieve commonality in the design of components for NOTM and TN systems in order to realize cost savings through economies of scale.
Alion Science and Technology has an immediate opening for a Command and Control (C2) System Engineer. The position is located in Quantico Virginia and is in support of an existing Naval Warfare Center Pacific (NIWC-PAC) contract supporting the research, development and expedited fielding of Command and Control capabilities on tactical platforms to include JTLV, AAV, HMMWV, and tactical fixed and rotary aircraft. The position supports all aspects of systems engineering related to advancing the unique integration of networks, SATCOM, workstations, and other communication devices into the NOTM system of system architecture. The C2 System Engineer will support of engineering, testing and initial fielding of NOTM capabilities at multiple CONUS and OCONUS locations as directed. Efforts directly contribute to NIWC PAC’s direct support of the Marine Corps System Command’s Networking On The Move material solutions that integrate C2 capabilities on various Air Ground and Sea platforms to meet current and emergent needs.
Responsibilities/Qualification
The C2 System Engineer will be work in Quantico area to support participation in various program office IPTs and Working groups on a daily basis. The C2 System Engineer is responsible for integration into NOTM program office engineering team to represent NIWC PAC’s engineering support to program. The C2 System Engineer must have an in-depth knowledge and experience of mobile SATCOM operation and tactical network operations and leverages this knowledge to bridge acquisition and system engineering processes. The selected candidate must a least 12 years tactical network experience, a minimum of 5 years of NOTM related experience.
Duties and Responsibilities
The C2 System Engineer will provide the critical technical knowledge bridge between NIWC SCC efforts and the program office. The C2 System Engineer must leverage a diversified skill set of tactical network knowledge, engineering and operational C2 system experience to meet the job duties and responsibilities as listed below:
Education and Experience
Bachelor's degree in Systems Engineering, Information Technology, Information Systems or related discipline plus 4 to 6 years of NOTM experience is required. In some cases, educational requirements may be adjusted or waived for more than 4 years applicable work or military experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
