Alion, requires expert, staff level support for the DoD, MC4EB initiative to revise allotment plans in the DoD allocated and managed 138-144 MHz, 148-150.8 MHz, and 225-399.9 MHz bands and the NTIA initiative to revise the NTIA Manual.As the organizational expert in the field, performs high level planning, research, analysis, evaluation, documentation, and report preparation to resolve the most complex operational or predictive problems on major projects involving highly complex communication systems or the spectrum management of C-E systems.

Review and analyze existing DoD allotment plans for efficiency and effectiveness; study JSAP comments matrix to determine future DoD bandwidth requirements for the 225-399.9 MHz allotment plan; create and provide documents that address all client requested revisions; update and provide documents containing APM AD HOC recommendations and proposals for the monthly scheduled AD HOC meetings; and provide, if approved by the APM AD HOC, a recommended allotment plan revision for review by the DoD, MC4EB.

As dierected complete any follow-on actions related the approval of the MC4EB allotment plans.  Review and analyze NTIA, IRAC, AD HOC 1965 presented documents for accuracy, policy, and process modifications that may affect Army interests; discuss and submit for modifications requested by client; and provide documents that address all modifications of interest for representation at the monthly scheduled AD HOC meetings. 

May work from a telework location and will schedule consultation visits with client at least twice a month and/or prior to any scheduled AD HOC Meetings.

Will attend meetings in support of the client via telephone or in person, as required.

Provides expert guidance on problems related to the use of highly complex developmental or advanced systems and recommends approach to resolve the problem.

Utilizes data resources and automated analysis techniques to resolve problems which are unique and may be no precedent.

Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client¿s requirements for analysis and spectrum management.

Participates in short and long range planning in communications systems and spectrum management projects.

Provides consultative advice on critical topics within area of expertise.

Consults with management on unique problems crossing functional areas of the organization.

Identifies opportunities for new program initiatives and follow-on tasking for current projects.

Prepares and delivers formal briefings to the staff, to project clients, and other outside agencies.

Develops capability briefings, specific project proposals, position papers and responses to proposed national and international legislative actions affecting electromagnetic spectrum management and regulations.

Provides guidance and direction to less experienced staff on highly complex problems.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Excellent communication, presentation and interpersonal skills.

Strong customer service orientation.

Expert knowledge of state-of-the-art communications technology.

A security clearance of an appropriate level may be required after employment.
