Job Description

Position Summary

Leads highly complex communications and/or relations in support of the Defense Security Cooperation Agency (DSCA). Communications expertise is required to develop Strategic Communication materials for the Chief Information Officer (CIO) organization. In addition, support is also needed to prepare content and materials for employee engagement and stakeholders. A broad skillset as identified below is required.  The candidate will prepare materials for the customer for consumption by HQ DSCA, the Security Cooperation (SC) community, Military Departments (MILDEPs) and Implementing Agencies (IAs).

Duties and Responsibilities           

Leads the planning and implementing of communications projects in support of product promotion and public relations to meet cusotmer strategies and objectives.

Develops materials for internal and external multi-media presentations on products, services and business plans.

May prepare speeches or statements for senior management.

May provide work leadership to less experienced Communications Specialists. 

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 8 to 10 years of directly related experience.  Master’s degree preferred.  

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology.

The following skills are required for this position:

  • Strong ability in writing, editing, and distributing content to support internal and stakeholder communications
  • High degree of ability in developing PowerPoint presentations
  • High degree of ability in developing messaging
  • High degree of ability in working with government leaders to produce high quality products with few revisions
  • Skill in developing communications strategies
  • Skill in using design and desktop publishing software
  • Skill in identifying target audiences and adapting messaging and communications materials appropriately
  • Ability to propose communications materials to strengthen employee engagement activities
  • Ability to work independently and solve problems quickly
  • Ability to manage schedules to meet deadlines
  • Ability to organize tasks
  • Knowledge of the Department of Defense

The following skills are preferred:

  • Previous experience supporting the Department of Defense
  • Experience in project management

Knowledge, Skills, Abilities

Excellent communication and interpersonal skills.

Proficient with Microsoft Excel, Word and PowerPoint.

A SECRET security clearance is required.
