Responsibilities/Qualification

Position Summary

To address a backlog of restoration and rehabilitation projects for the White House and President’s Park, as well as security facilities for the United States Secret Service (USSS), the National Park Service has developed a construction program to allow for better advance planning, construction scheduling to accommodate site activities and better coordination to take advantage of current activities. In support of Project E at the President’s Park, Alion is seeking a part-time experienced Construction Management Representative (CMR) possessing the security clearance, education, and qualifications listed below.

Duties and Responsibilities:

  • Oversee, manage and inspect the work of various construction contractors performing work for on-site construction activities; Manage and inspect projects for progress, workmanship and conformance with the contract documents and existing codes;  Draft contract related correspondence and make recommendations to the CO or to the CORs for Government approval and implementation.
  • Review Government and contractor produced designs, plans, shop drawings, etc. for constructability, logistical and security considerations; Provide written reports of their findings, review comments and recommendations to the Government team
  • Arrange and conduct meetings at various locations and project sites and chair meetings between the Government and construction contractors, to include weekly construction progress meetings; Prepare written meeting minutes for all such meetings.
  • Complete CMR Daily Diary reports for each day of work for each project as assigned for weekly submission; Complete weekly field reports for each project.
  • Provide technical assistance and support to the CORs during construction on multiple, various projects, that include, but are not limited to:
    • Monitor compliance with all Management Plans; Monitor compliance with Accident Prevention Plan; Draft Request for Price Proposals (RPPs); Review Contractor Quality Control (QC) daily reports for accuracy and completeness
    • Perform quantity surveys, review and verify the contractor’s monthly progress payments; Review shop drawing submittals and track them through completion of the process; and Photographically document construction progress and problems.
    • Coordinate critical point, special, beneficial, and final inspections by design staff or other inspectors so work can be approved in a timely and efficient manner.
    • Perform field investigations, site surveys, and utility investigations; and Coordinate Structural Tests and Special Inspections (STSI) with the Contractor and Special Inspector.
    • Coordinate access and provide escorting to the construction site for contractor personnel and other visitors

Education and qualifications:

  • Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 8 or more years of relevant construction / engineering work experience; Registered Professional Engineer in one of the 50 states or U.S. Territories, preferably the District of Columbia, Maryland or Virginia – OR – has a Master’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 6 or more years of relevant construction / engineering work experience – OR – has a Doctorate degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 4 or more years of relevant construction / engineering work experience.
  • Discipline background of Mechanical Engineer preferred; if not available, a Civil Engineer is preferred due to the nature of the project.
  • Must have active Active Top Secret with ability to obtain a White House Blue Badge
  • Demonstrated experience serving as a Construction Manager, Construction Management Representative, Construction Superintendent or similar position on three (3) construction projects with construction value of at least $2 million, which involved multiple construction trades and which involved close Government/Owner inspection and oversight.
  • Demonstrated construction field experience on project(s) located in a secure facility, with very limited site access and/or which involved construction activities in very close proximity to sensitive natural and/or cultural resources.
  • Demonstrated experience performing and coordinating communication and work among multiple stakeholders in a construction environment, representing and communicating the Government's/Owner's /Firm's interests to stakeholders with varying and competing interests, and assisting with or performing negotiations in a construction environment.
  • Be computer literate, knowledgeable in construction practices including applicable building codes, cost breakdown estimating and negotiating, and technical writing. Individual shall have sufficient computer operating skills to be able to open and manipulate Primavera Project Planner (P3) schedules and be proficient in Microsoft Word, Excel, and Project.
  • Be knowledgeable in applicable safety regulations and must have a minimum of OSHA 30-hour construction safety training or be able to receive such training within 90 days of hire. Additional training may be required at a later date, such as Confined Space Training, Federal Information Systems Security training, or required training for gaining access to the Government’s Internet and Intranet systems.
  • The CMR needs to be available to start on or about 15 October 2018.

  • Work Location and Part-time Level of Effort: 10 hours/week for 2.5 months at Alion facilities in Alexandria, VA or at Dept. of Interior, Washington, DC, followed by full time (40 hours/week) for 12.5 months on-site at Dept. of Interior, Washington, DC.
