Position Summary

The Construction Management Representative/Construction Engineer (CMR/CE) addresses a backlog of restoration and rehabilitation projects for the White House and President’s Park, as well as security facilities for the United States Secret Service (USSS).  The National Park Service has developed a construction program to allow for better advance planning, construction scheduling to accommodate site activities and better coordination to take advantage of current activities. In support of the White House and other NPS Projects,The CMR/CE needs to be available to start on or around 29 July 2019.

Responsibilities:

  • Review documents to determine if proposed work, activities, materials, equipment, etc. will be constructible in an efficient and reasonable manner.
  • Collaborate with WHLO personnel in performing  reviews, provide written reports of findings, review comments and recommendations to the Government.
  • Provide construction engineering services to support NPS WHLO projects.
  • Oversee, manage and inspect the work of various construction contractors performing work for various on-site construction activities;
  • Manage and inspect projects for progress, workmanship and conformance with the contract documents and existing codes.
  • Arrange and conduct a variety of meetings, at various locations and project sites , at COR request.  The CMR will chair all meetings between the Government/ construction contractors, to include weekly construction progress meetings, and prepare written meeting minutes for all such meetings.
  • Complete Daily Diary reports and Weekly Field reports for each project.
  • Participate in weekly telephone conference calls with the CORs and other parties, update CORs and other project team members progress, address issues and coordinate upcoming work activities.
  • Provide technical assistance and support to the CORs during construction as assigned and requested by the COR or the CO, including but not limited to:
    • Compliance with Accident Prevention Plan and attend contractor led weekly and monthly safety meetings. 
    • Draft Request for Price Proposals (RPPs) that define work to be performed.
    • Draft Government Cost Estimates.
    • Review, prepare pre-negotiation objective, conduct fact finding and clarifications with the contractor, and draft Record of Negotiation explaining the cost difference between the Government estimate and the contractor’s proposed cost.
    • Perform quantity surveys, review and verify the contractor’s monthly progress compared to costs.
    • Review shop drawing submittals and track as required through completion of the process.
    • Assist in resolution, draft response, track, and follow up on requests for information (RFIs).
    • Review Contractor Quality Control (QC) daily reports for accuracy and completeness.
    • Review and verify contractor’s project record (“as-built”) drawings are updated to reflect all changes, RFIs, modifications, and work.
    • Review and document the contractor(s) claims for additional cost and/or time.
    • Coordinate critical point, special, beneficial, and final inspections by design staff or other inspectors so work can be approved in a timely and efficient manner.
    • Issue inspection deficiency list to the contractors as needed and prepare price for each punch item on the deficiency list.
    • Verify that all required O&M manuals, warranties, guarantees, and close out requirements are complete and in compliance with the contract documents.
    • Coordinate Structural Tests and Special Inspections (STSI) with the Contractor and Special Inspector and ensure inspections are completed in a timely manner.
    • Perform field investigations, site surveys, and utility investigations as directed.
    • Evaluate alternative methods for accomplishing work when requested.
    • Work with Financial Analyst to develop risk assessments and risk analysis to solve construction problems.
    • Advise project team of any foreseeable problems that may arise as construction progresses.
    • Provides regular project status reports to NPS Project / Program Manager and / or White House Liaison Office (WHLO) Assistant Director.

Education and Experience:

  • Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 8 or more years of relevant construction  / engineering work experience; Registered Professional Engineer in one of the 50 states or U.S. Territories, preferably the District of Columbia, Maryland or Virginia – OR – has a Master’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 6 or more years of relevant construction  / engineering work experience – OR – has a Doctorate degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 4 or more years of relevant construction  / engineering work experience.
  • Demonstrated experience serving as a Construction Manager, Construction Management Representative, Owner’s Representative, Construction Superintendent or similar position on at least three construction projects in the previous five (5) years with construction values of at least $1 million each project and which involved the active management, oversight and/or inspection of multiple construction trades and which required close coordination with the Government/Owner on daily construction issues.
  • Demonstrated construction field experience on project(s) located in a secure facility and with very limited site access, and on project(s) which involved construction activities in very close proximity to sensitive natural and/or cultural (buildings, historical artifacts, or similar) resources.
  • Demonstrated experience performing and coordinating communication and work among multiple stakeholders in a construction environment, representing and communicating the Government's/Owner's/Firm's interests to stakeholders with varying and competing interests, and assisting with or performing negotiations in a construction environment.
  • Demonstrated experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements.
  • The Construction Engineer/CMR shall be computer literate, knowledgeable in construction practices including applicable building codes, cost breakdown estimating and negotiating, and technical writing.  Individual shall have sufficient computer operating skills to be able to open and manipulate Primavera Project Planner (P3) schedules and be proficient in Microsoft Word, Excel, and Project. The CMR must also be able to access and utilize the internet for the transmission of digital progress photos and administrative communications.
  • The Construction Engineer/CMR shall be knowledgeable in applicable safety regulations and must have a minimum of OSHA 30-hour construction safety training or be able to receive such training within 90 days of hiring. Additional training may be required such as Confined Space Training, Federal Information Systems Security training, or required training for gaining access to the Government’s Internet and Intranet systems. 
  • The Construction Engineer/CMR shall have the ability to obtain escort privileges and provide escorting at the White House, President’s Park site or other locations that require a security clearance in order to perform construction management, on-site inspection, special inspections, escorting and administration of the construction contract, and site visits.
  • Mandatory Clearance: Active Top Secret with ability to obtain a White House Blue Badge. At a minimum, the Construction Engineer/Construction Management Representative (CMR) will be required, after employment, to obtain access clearance through the US Secret Service for limited White House access by completing Secret Service Form 1888 and getting fingerprinted by Secret Service.
