The Data Center Technical Construction Manager will be responsible for coordination and execution of the site construction and build out of the IT, data center server room, network operations center, operations game floor, and office space of Live, Virtual, and Construction (LVC) simulation training center.  The position will interact with project sponsors and stakeholders to define and document end state technical and operational requirements and will work closely with Naval Facilities Engineering Command (NAVFAC) personnel and associated architects and design contractors to develop the technical requirements and facility renovation plan including facility layout, power, HVAC, security, data center, IT, and A/V infrastructure. 

Representing the end customer and in conjunction with NAVFAC, the position will oversee facility renovation and construction ensuring that end customer requirements, technical design standards, and IT/Data Center best practices are preserved.  Upon completion of NAVFAC facility infrastructure renovation, the position shall coordinate, execute, and oversee the build-out of the IT and A/V infrastructure supporting multiple data centers, server rooms, network operation centers, operations game floors, engineering development laboratories, conference rooms, and supporting office and personnel work areas.  The position shall report to and support the Network Engineering Division Lead and Installation Division Lead on this effort.  The role includes identification and management of equipment and service vendors supporting all aspects of an IT and Data Center facilities.  This is intended to be a hands on role; it is expected that the Data Center Technical Construction Manager will be onsite every day interacting with construction and other project personnel throughout the lifecycle of the project.

Duties and Responsibilities:

  • Interact with stakeholders to include program personnel, to define, understand, and document requirements for the data center and operations center facility.  Work with NAVFAC and associated architects and design contractors to ensure design and implementation of the renovations meet those requirements.
  • Develop and implement an IT, Network, Data Center, Operations Center, and office infrastructure to meet program requirements.  
  • As directed, communicate project status with project stakeholders.  Where required, take action to get design or implementation changes documented and approved at the appropriate level. 
  • Provide overall project and program management of the end customer for the renovation effort. 
  • Monitor DoD and DoN IT, Data Center, and Facility installation instructions, and where appropriate, recommend changes to requirements, standards, and practices to ensure compliance with said instructions and best practices.
  • Research and develop equipment and infrastructure procurement bills of material required to implement approved installation designs. 
  • As required, develop statements of work documentation for contract installation projects (HVAC, Power, Security, cabling, Protected Distribution Systems, etc.). Provide oversight to in house, NAVFAC, and Contracted installation teams, ensuring that work conforms to program installation designs, meets program installation standards and best practices, and follows contract terms. 
  • As required, assist installation teams in performing onsite installations of IT and datacenter equipment, infrastructure, and cabling.
  • Interact with Naval Facilities Engineering Command (NAVFAC) and other facility related personnel to specify required facility modifications and monitor work once underway.   

Education and Experience:

  • Bachelor’s Degree in civil or other engineering discipline, construction management, or similar relevant field from an accredited university or college program. 
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
    market survey data.
  • 10 years’ experience in the estimating, design, construction, renovation, and outfitting of commercial or DoD business facilities 
  • Significant experience that is applicable to Data Center, business/military Operations Centers, Computer Lab, and complex IT, network, and A/V system builds to include supporting HVAC, power, security, cable plant, and office space considerations. 
  • 5 years of IT installation experience within a classified military or government context (can be concurrent with number 2 above).
  • Familiarity with DoD & DoN construction process and standards, classified facility security and TEMPEST regulations, EKMS requirements and Regulations, and Sensitive Compartmented Information Facility construction requirements. 

Knowledge, Skills, Abilities:

  • Expert understanding of building/facility construction and construction management processes and practices.  Knowledge within a DOD/DON/NAVFAC context is a significant advantage.
  • Expert level understanding of IT and Data Center installation practices to include advanced networking, cable infrastructure, and supporting mechanical and security systems concepts relevant to the installation of IT, Data Center, Audio Visual, and Operation Center systems.
  • Expert level understanding of electrical and HVAC concepts specifically related to systems required to support IT and Data Center installations. This includes the concepts of ANSI/EIA/TIA Data Center and IT standards, electrical and equipment grounding, data/telecom cable infrastructures, heat/power conversion, and IT System cooling principles and best practices.
  • Advanced level knowledge and ability in AutoCAD, Adobe Acrobat, and Microsoft Office products, to include Microsoft Visio.
  • Proficient knowledge of DoD Unified Facilities Criteria.
  • Proficient knowledge of SECNAV INST M5510.36, DoN EKMS publications,  and IA PUB 5239, to include protected distribution system installation concepts.
  • Proficient knowledge of DoD classified, Sensitive Compartmented Information Facility, and TEMPEST construction and operational requirements.
  • Proficient knowledge of SPAWAR Shore Installation Process Handbook.
  • Ability to lift 30 pounds, and work on ladders.
