Responsibilities/Qualification

Position Summary

Join a winning team! Alion is seeking a Lead Contract Administrator Client position in Washington, DC near the Navy Yard. In this position you would provide support to the SEA 21 contract.

The selected candidate will be responsible for, but not limited to:

Provide acquisition support to the Program Executive Officer Ships Fleet Support, Director of Business and Finance (PEO Ships FP), Washington Navy Yard, Washington, DC.

Research complex acquisition requirements, performing market surveys for potential procurement avenues, and analyze proposals for applicability to stated functional needs.

Support the development and maintenance of PEO Ships FP program briefings, including briefings for OPNAV, Assistant Secretary, Navy, SECNAV, PEO Ships Front Office, and Congressional Committee.

Assist PEO Ships FP in the development and maintenance of Acquisition Documents, and Acquisition Strategies.

Develop management plans and reports, coordinates schedules to facilitate completion of contract deliverables, task order review, and briefings/presentations. 

Provide Contract Management support by auditing revisions to contract documents. Maintain master records of all documentation.   Generate reports/metrics/matrix in presentable formats.

Interact with Senior Level Military and Government officials, participate in communicating status to upper level management, review, design and implement process changes.

Serves as a resource for resolution of problems.



Qualifications

Education and Experience

Bachelor's degree in related discipline plus 8 to 10 years of directly related experience in technical program planning, administration, budgets, and development. In some cases, educational requirements may be adjusted or waived for more than 7 years applicable work experience.

Experience as member of Navy Program contractor team a plus.

Experience working in or with a government budget office is highly desired.

Knowledgel, Skills, and Abilites

Experience with DFAR, FAR, and IDIQs

Skilled with Microsoft Word, PowerPoint and Excel

Experienced in using one or more of the following Navy databases:

  • Enterprise Resource Planning (ERP), Program Resources Integrated Management System (PRISMS)
  •  Navy Data Environment (NDE)/Fleet Modernization Program Management Information System (FMPMIS) module
  •  Computer Optimized Batch Reconciliation Application/Standard Accounting
  •  Reporting System (COBRA/STARS); Program Budget Information System (PBIS)
  • Automated Funding Document System (AUTODOC).

Must have an active Secret clearance
