Responsibilities/Qualification

The Rapid Solutions Group (RSG) of Alion Science and Technology Corporation is seeking a Contract Administrator, Principal to support the RF Spectrum Engineering Operation.  Preferred location is on-site in Alion’s Annapolis Junction, MD facility but position may also be located in Alion’s Fairfax, VA facility.

Position Summary

Organizational expert in field responsible for administering major contracts or subcontracts of high risk to the company.  Monitors company performance for conformance to the original proposal.  Serves as primary point of contact for customers.  Acts as official company and contracts management representative regarding legal requirements, customer specifications, and government regulations.  Leads and conducts the preparation of highly complex proposals, negotiation of contracts and the performance of other contract administration functions as may be required.  May provide work leadership for lower level employees.

The successful candidate will be responsible for the following:

• Prepare cost/price and business proposals, contract negotiation, contract administration, and customer contact activities in accordance with company policies, legal requirements, and customer specifications.
• RFP review and risk analysis of terms and conditions.
• Experience negotiating and administering various contract types (e.g. CPIF, CPAF, FFP, FFP-LOE, CPFF, T&M, ID-IQs, BPAs, etc.) of varying sizes, as well as Teaming Agreements, Non-Disclosure Agreements (NDAs) and Other Transaction Authority Agreements (OTAs).  Knowledge of FAR/DFARS and associated Federal Contracting Regulations is a must with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships.
• Experience advising management and project teams of contractual rights and obligations and provide interpretations of terms and conditions; compiles and analyzes data; and maintains contract document database.
• Interacting and consulting daily with internal and external customers.  Communicate with technical and operations organizations to provide guidance and direction to program staff.
• Perform pricing activities, conduct reviews and briefings with Management.
• Ensures contract review, approval and execution is in accordance with corporate policy.

Minimum Experience, Education and Qualifications:

• Master’s degree in related discipline plus 10 to 12 years of government contracting experience.  In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable work experience.
• Proficient in MS Office (Word, Excel, PowerPoint and Outlook).
• Excellent organization, writing and communication skills.
• Ability to work in a fast-paced environment and multi-task with excellent time management and problem solving skills.
• Be a self-starter and work well independently.
• Ability to work overtime as required; minimal travel expected.
• Ability to obtain and maintain a Top Secret clearance.
• Performs additional duties and special projects as assigned.

Preferred Qualifications:

• CPCM/CFCM certification.
• Knowledge of software license agreements and Reseller agreements.
• Active TS/SCI clearance with CI Poly.
• Experience in commercial contracting.
