Alion Science and Technology Corporation is seeking an experienced Contract Administrator, Principal to support large and complex General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) Task Orders in support of the ISR/Cyber Systems Operation.  Position location is on-site in Alion’s Fair Lakes, VA facility.

Position Summary

This position requires a Contracts Administration professional who has actively managed FEDSIM Task Orders.  In this role the successful candidate will monitor company performance for conformance to the contractual and administrative requirements.  Serve as primary point of contact for customers.  Act as official company and contracts management representative regarding legal requirements, customer specifications, and government regulations.  Leads and conducts the preparation of highly complex proposals, negotiation of contracts and the performance of other contract administration functions as may be required.  May provide work leadership for lower level employees.

The successful candidate will be responsible for the following:

• Perform life-cycle contract administration functions and activities as part of a Program Management Office (PMO) team supporting the successful execution of a large, multi-year Task Order in a dynamic and fast-pace environment.
• Prepare cost/price and business proposals, contract negotiation, contract administration, and customer contact activities in accordance with company policies, legal requirements, and customer specifications.
• RFP review and risk analysis of terms and conditions.
• Interacting and consulting daily with internal and external customers.  Communicate with technical and operations organizations to provide guidance and direction to program staff.
• Perform pricing activities, conduct reviews and briefings with Management.
• Ensures contract review, approval and execution is in accordance with corporate policy.

Minimum Experience, Education and Qualifications:

• Bachelor’s degree and 12 to 15 years of government contracting experience.  In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable work experience.
• Specific experience supporting the General Services Administration (GSA), Federal Acquisition Service (FAS), Federal Systems Integration and Management Center (FEDSIM) contract administration business processes to include familiarity with:
• OASIS contracting processes
• Project Requirement Document (PRD)
• Request to Initiate Purchase (RIP)
• Consent to Purchase
• Travel Authorization Request (TAR)
• Trip Reports and TAR reconciliation to trip reports and invoicing
• Invoice process using GSA ASSIST and Central Invoices Services (CIT) for labor; materials, equipment and ODCs; and travel
• Review of subcontractor invoices for compliance to FEDSIM requirements
• Proficient in MS Office (Word, Excel, PowerPoint and Outlook).
• Experience negotiating and administering various contract types (e.g. CPIF, CPAF, FFP, FFP-LOE, CPFF, T&M, ID-IQs, BPAs, etc.) of varying sizes, as well as Teaming Agreements, Non-Disclosure Agreements (NDAs) and Other Transaction Authority Agreements (OTAs).  Knowledge of FAR/DFARS and associated Federal Contracting Regulations is a must with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships.
• Experience advising management and project teams of contractual rights and obligations and provide interpretation of terms and conditions; compiles and analyzes data; and maintains contract document database.
• Excellent organizational, writing and communication skills.
• Ability to work in a fast-paced environment and multi-task with excellent time management and problem solving skills.
• Be a self-starter and work well independently and as part of a team.
• Ability to work overtime as required; minimal travel expected.
• Performs additional duties and special projects as assigned.

Preferred Qualifications:

• CPCM/CFCM certification.
• Master’s degree or additional graduate certifications.
