Responsibilities/Qualification

Alion is seeking an organizational expert in field responsible for administering major contracts or subcontracts of high risk to the company.

Monitors company performance for conformance to the original proposal. 

Serves as primary point of contact for customers. 

Acts as official company and contracts management representative regarding legal requirements, customer specifications, and government regulations. 

Leads and conducts the preparation of highly complex proposals, negotiation of contracts and the performance of other contract administration functions as may be required.

May provide work leadership for lower level employees.

Duties and Responsibilities          


Conducts independent research and applies analytical and problem solving skills to lead numerous, diverse special projects related to contracts.

Reviews highly complex solicitations and prepares specialized responses for proposals, bids, and contract modifications.

Consults with management to develop cost estimates.

Analyzes contract performance requirements, including unique or unusual special provisions, and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures.

Provides guidance on highly complex contractual requirements and corporate policy to line management organizations.

In concert with management and line organizations, develops negotiation strategy and leads negotiation team on highly complex contractual issues.

Ensures contract review, approval and execution is in accordance with corporate policy.

Prepares and analyzes highly complex reports of proposal and contract activities.

Complies and enforces security procedures in the contracts administration function.

Develops new business pursuits and associated contract strategy.

Actively seeks out development of business alliances and joint ventures.

Provides guidance to less experienced Contract Administrators.

Performs additional duties and responsibilities as assigned.

 
Education and Experience

Masters degree in related discipline plus 10 to 12 years of government contracting experience.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.


Knowledge, Skills, Abilities

Expert knowledge of the Federal Acquisition Regulations (FAR) or commercial contract law and management principles.

Business acumen

A security clearance of an appropriate level may be required after employment.
