Job Description



Responsibilities/Qualification

Under general supervision, coordinates the overall federal government contract closeout process across the enterprise.  Using existing tools, systems and resources, coordinates with applicable line and administrative staff to ensure that applicable government contracts and subcontracts are properly closed within defined timeframes.

Coordinates all contract and subcontract closeout actions of moderate complexity in accordance with Federal Acquisition Regulations (FAR) and applicable agency standard operating procedures (SOPs) for contract closeouts, contract file management, and record storage.

Maintains a detailed tracking of close out activities and status.

Coordinates with the contract administrators to ensure the completeness and accuracy of closeout documentation.

Ensures that the paperwork needed for closeout and final invoicing is provided to the applicable government authorities. Prepares and submits final contract modification requests.

Coordinates with the procurement staff in the close-outs of applicable subcontracts and tracking of payment status of vendor close-out vouchers.

Interacts with the government representatives including Administrative and Procuring Contracting Officers, COTRs and other customer representatives as necessary.

Researches the FAR to address contract related questions and interpret the FAR to guide actions related to the contract closeout process.

Provides periodic closeout training to line, contracts and procurement staff as applicable.

Provides assistance as necessary for DCAA audits of final vouchers and incurred cost proposals.

Additional duties and responsibilities as assigned.

Excellent communication, presentation and interpersonal skills.

Knowledge of regulatory compliance with government agencies and procuring authorities, including knowledge of contract administration, government contract audits, government accounting and contract law and subcontract administration.

Qualified candidates must be familiar with FAR 4.804-5 - Procedures for Closing Out Contract Files and should have experience working with contracts systems and financial systems. Candidates will aid in the preparation of SOPs for contract closeouts, contract file management, and record storage.

Knowledge of all types of contracts to include CPFF, T&M, FFP, reimbursable line items, rate caps, LOE requirements, etc. 

Skilled with Microsoft Office (Word, Excel and PowerPoint).

Bachelor's Degree with 2-4 years experience
