Position Summary

This position requires a Contracts Administration professional who has actively managed multiple Prime Contracts and IDIQ Contracts with Task Orders.  In this role the successful candidate will monitor company performance for conformance to contractual and administrative requirements.  Serves as primary point of contact for customers.  Act as official company and contracts management representative regarding legal requirements, customer specifications, and government regulations.  Leads and conducts the preparation of highly complex proposals, negotiation of contracts and the performance of other contract administration functions as may be required.  May provide work leadership for lower level employees.

The successful candidate will be responsible for the following:

Perform life-cycle contract administration functions and activities supporting the successful execution of large, multi-year task orders in a dynamic and fast-pace environment.

Prepare cost/price and business proposals, contract negotiation, contract administration, and customer contact activities in accordance with company policies, legal requirements, and customer specifications.

RFP review and risk analysis of terms and conditions.

Interacting and consulting daily with internal and external customers.  Communicate with technical and operations organizations to provide guidance and direction to program staff.

Perform pricing activities, conduct reviews and briefings with Management.

Ensures contract review, approval and execution is in accordance with corporate policy.

Monitors company performance for conformance to the contract requirements.

Serves as primary point of contact for customers.

Acts as official company and contracts management representative regarding legal requirements, customer specifications, and government regulations.

Conducts independent research and applies analytical and problem solving skills to lead numerous, diverse special projects related to contracts.

Reviews highly complex solicitations and prepares specialized responses for proposals, bids, and contract modifications.

Consults with management to develop cost estimates.

Analyzes contract performance requirements, including unique or unusual special provisions, and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures.

Ensures contract review, approval and execution is in accordance with corporate policy.

Complies and enforces security procedures in the contracts administration function.

Develops new business pursuits and associated contract strategy.

Actively seeks out development of business alliances and joint ventures.

Performs additional duties and responsibilities as assigned.

Education and Experience

BS degree in related discipline plus 12-15 years of government contracting experience or level equivalency.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Specific experience supporting the General Services Administration (GSA), Federal Acquisition Service (FAS), Federal Systems Integration and Management Center (FEDSIM) contract administration business processes to include familiarity with GSA OASIS contracting processes is desired, but not mandatory.

Proficient in MS Office (Word, Excel, PowerPoint and Outlook).

Experience negotiating and administering various contract types (e.g. CPIF, CPAF, FFP, FFP-LOE, CPFF, T&M, IDIQs, BPAs, etc.) of varying sizes, as well as Teaming Agreements, Non-Disclosure Agreements (NDAs) and Other Transaction Authority Agreements (OTAs).  Knowledge of FAR/DFARS and associated Federal Contracting Regulations with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships.

Familiar with FAR Subpart 9.5 – Organizational and Consultant Conflicts of Interest and experience in developing OCI Mitigation Plans.

Experience advising management and project teams of contractual rights and obligations and provide interpretation of terms and conditions; compiles and analyzes data; and maintains contract document database.

Excellent organizational, writing and communication skills.

Ability to work in a fast-paced environment and multi-task with excellent time management and problem solving skills.

Be a self-starter and work well independently and as part of a team.

Ability to work overtime as required; minimal travel expected.

Performs additional duties and special projects as assigned.

A security clearance of an appropriate level may be required after employment.

Preferred Qualifications

CPCM/CFCM certification desired, but not mandatory.
