Position Summary

Provide Over-arching Cost and Earned Value support to major NAVSEA shipbuilding programs.  Develops plans including budgets and schedules to meet contractual/project requirements.

Duties and Responsibilities          

  • Provide insightful/value added analysis of cost data.
  • Participate in regularly scheduled meetings, Quarterly Program Reviews and ad hoc meetings as required.
  • Daily communication with the Government Client to obtain updates and prioritizing of team tasking.
  • Interact with the Prime, as well as technical and government leads for ad-hoc requests as needed.
  • Attend and support Integrated Baseline Reviews as required.
  • Generate spreadsheets and graphics to enhance report, analyzing cost variances, schedule variances and baseline changes.
  • Responsible for quality assurance and change management tracking of all EVM related deliverables.
  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Performs additional duties and responsibilities as assigned.

Required Education and Experience

  • Bachelor’s degree in related discipline plus 2 to 4 years of directly related experience in technical program planning, administration, budgets, and development.
  • Familiarity with key Earned Value Management methodologies and metrics
  • Familiarity with Project Management Best Practices and the overall lifecycle of a project
  • Familiarity with the IPMR deliverable (Integrated Program Management Report)
  • Experience with creating macros in Microsoft Excel
  • One or more years of experience with the MS Office
  • Basic understanding of the cost estimating process (ROMs, LCCEs, IGCE’s, etc.) in how it relates to Performance Measurement Baseline (PMB) development
  • Must be able to obtain and maintain a Secret Security Clearance.

Desired Skills and Experience:

  • Attended & participated in previous Integrated Baseline Reviews (IBR’s) a plus
  • One or more years of direct experience with Deltek Cobra, MPM or other EVM software engine

Though not required, an ideal candidate will possess the following experience:

  • Scheduling experience - 1+ years direct experience with Microsoft Project and/or Project Server in the role as a lead scheduler with hands on direct experience creating & analyzing a schedule.
  • Experience with Oracle Primavera P6, Microsoft Project Server or other Scheduling Software.
  • Demonstrated expert knowledge in determining the Critical Path and performing schedule status updates
  • Experience with Steelray or similar software
  • Direct recent experience running DCMA 14-point schedule assessments
  • Direct recent experience running Schedule Risk Assessments
  • Experience with Deltek wInsight
  • Experience writing an Integrated Master Schedule (IMS) Narrative for a government client
  • Familiarly and understanding of GAO Scheduling Standards & DCMA Scheduling Guidelines
  • Programming experience

  • Excellent communication, organizational and interpersonal skills.
  • May require knowledge of Federal Acquisitions Regulations (FAR) and other DoD procurement policies and procedures.
