Job Description



Responsibilities/Qualification

Forecasts project costs for military ships and craft undergoing new construction, conversion or repair. Gathers details and compiles data to estimate all production costs according to specifications. Considers raw materials, labor, equipment, tools, labor and transportation for estimations. Helps determine necessary resources for projects based on cost estimates and budgetary constraints. Familiar with standard concepts, practices, and procedures within a particular field. Relies on judgment and limited experience to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others.  

Required Experience and Education:

  • Bachelor’s degree in related discipline plus 2 to 4 years of directly related experience in technical program planning, administration, budgets, and development.
  • In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) Certification is a plus, but is not required.
  • Ship construction or ship repair estimating experience is required.  U.S. Navy or U.S. Coast Guard ship construction or ship repair estimating experience is ideal.
  • Familiarity with basic ship design criteria, standard shipbuilding practices and change documentation.  Understanding of ship’s drawings and specification documentation.  Technical ship construction coursework, a plus.
  • Must be able to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools (Word, Excel, PowerPoint, Outlook E-mail, Access and Project), Adobe Acrobat, and Windows Explorer. 
  • This work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair and/or underway trials.  Walking and climbing throughout the ship, in order to accomplish ship checks, will be required.  Exposure to high noise levels, uncomfortable temperatures, heights or other industrial safety conditions will require use of personal protective clothing and equipment. 
  • A SECRET security clearance will be required after employment.
