Position Summary
This position is for a project supporting the U.S. Department of Defense (DoD), specifically Defense Logistics Agency (DLA) Strategic Materials. The team member will serve as a Commodity Logistics Specialist for the Directorate of Material Management, Operations and Logistics Division responsible for studying major supply issues and managing depot facilities under the purview of DLA Strategic Materials.

DLA Strategic Materials manages the National Defense Stockpile (NDS) inventory of raw materials (also referred to as commodities) for critical Defense systems. This inventory is required to support critical Defense materiel requirements and support the U.S. DoD¿s needs for material during peacetime and conflict scenarios.

Duties and Responsibilities

The team member will support the Government Operations Team to manage the following aspects of raw material storage operations:
¿ Study and analyze assigned materials and serve as the expert and advisor on the packaging, storage, handling and selection for inclusion in purchasing and sales solicitations for these commodities. Develop storage and transportation requirements for inclusion in acquisition and sales contracts. Recommend overall storage and space requirements for newly acquired commodities. This includes developing policies and procedures for the storage and handling of hazardous materials.
¿ Represent the Directorate in meetings and conferences attended by a variety of officials from the Federal and private sector.
¿ Prepare briefing materials for presentations to DLA, DOD, Congressional staffs, other Federal agencies, and representatives of private industry firms, both foreign and domestic.
¿ Review and comment on bids for acquisition and sales contracts for stockpile material.
¿ Prepare cost estimates and recommendations to support long- and short-range financial planning. These estimates include the cost of physical space, security requirements, maintenance and rehabilitation of storage facilities, and repackaging of material.
¿ Develop technical data required by Contracting Officer and contract language dealing with sampling, analysis, packing, packaging and qualitative and quantitative evaluation of commodities being evaluated, acquired, upgraded or disposed from the Stockpile.
¿ Visit DLA Strategic Materials facilities to review storage operations, security, and internal control management application of program policy, and to resolve problems arising out of this application.
¿ Participate in studies to determine the advisability for deactivating depots or storage sites.
¿ Determine and coordinate sources for testing and analysis of materials and the selection of umpire laboratories, including contractor approval. Review laboratory analysis for acceptance or rejection.
¿ Monitor, review, and evaluate material inspection, testing and analysis reports covering the acceptance or rejection of materials and contract progress reports to assure that inspection and testing were performed in accordance with applicable specifications. Initiate corrective action on deficiencies or problem areas noted.
¿ Serve as the Agency's specialist for specific commodities to the industrial sector and provide technical expertise and assistance for the inspection and testing of stockpile materials.
¿ Arrange for the investigation of commodity quality complaints.
¿ Administer DLA Strategic Materials acquisition, disposal and service contracts, coordinating action with the Directorate of Contracting to provide efficient in-loading, out-loading or storage of materials.

The team member will support the Government Operations Team in the following aspects of facilities management for DLA Strategic Materials Depots:
¿ Develop budget requirements, analysis and justifications for determinations on property requirements.
¿ Prepare survey reports and feasibility studies as required.
¿ Develop and implement Plant Property and Equipment (PPE) accountability, physical security processes, and related projects.
¿ Serve as Subject Matter Expert (SME) for assigned Facility Sustainment, Restoration and Modernization (SRM) programs and projects.
¿ Identify and prioritize short and long range facility repair and equipment maintenance that requires close coordination with depot counterparts to determine proper mix of force account and contract labor.
¿ Prepare specifications of work, evaluate bids, evaluate potential contractors' ability to perform, monitor contractors' performance in order to ensure compliance with contract terms and conditions.
¿ Develop and administer property operations, maintenance, physical security and accountability processes, property disposal requirements and processes.
¿ Investigate the latest developments in the field of real property management for possible application to the needs of the service.

This position includes travel to DLA Strategic Materials storage facilities, material depots, vendor-managed storage sites, and test facilities.

Performs additional duties and responsibilities as assigned.


Education and Experience
Bachelor¿s degree in related discipline plus at least 5 years of directly related experience. Experience in transportation management, supply chain, logistics, or physical sciences is preferred.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge, advanced degrees, or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Knowledge, Skills, Abilities
Knowledge of basic science (metallurgy, chemistry) and business economics. Demonstrated expertise in the planning and operational aspects of managing the packaging, receipt, storage, costs, and disposal of materials or parts and how these activities relate to contracting and inventory management. Mastery of storage matters such as space management, inventory control, materials handling, preservation, and maintenance of assigned commodities.  A broad knowledge of transportation logistics and/or buildings and grounds management practices for facilities operation and maintenance including electrical, mechanical, plumbing and fire protection systems. Excellent organization, communication, interpersonal and presentation skills. Proficiency in Microsoft applications. Ability to learn and use basic inventory management databases.

Must be eligible to hold a SECRET level security clearance. Must be a U.S. Citizen.
