NSWC Philadelphia Division's mission is to provide research, development, test and evaluation, acquisition support, engineering, systems integration, in-service engineering and fleet support with cyber-security, comprehensive logistics, and life-cycle savings through commonality for surface and undersea vehicle machinery, ship systems, equipment and material and to execute other responsibilities as assigned by Commander, Naval Surface Warfare Center (COMNAVSURFWARCEN).

Position Description

The Security Engineer will join NSWC Philadelphia Division assist in building cybersecurity into crucial control systems from the start to ensure the safe operation of all our ships. The candidate should be knowledgeable with Air, Combat, HM&E, and Navigation control systems. Candidate should also be knowledgeable in both commercial and open source information security technology.  This position will entail serving as a Cyber Security Engineer and include the following tasks:

- Developing security requirements, identifying long term solutions, performing testing, risk analysis, red team testing, and Platform Information Technology (PIT) Risk Approval (PRA) packages for ship control systems.
- Support at the program level to assist with documentation and building cyber into Modernization programs. 
- Managing all aspects of network, OS, and systems security for U.S. Navy control systems.
- Current system state security assessments.
- Providing policy and security control recommendations for an improved security posture.
- Assisting in the implementation of control system security recommendations.
- Managing the installation and integration of systems fixes, updates, and enhancements for U.S. Navy, Air, Combat, HM&E, and Navigation control systems.
- Providing advice and guidance on a wide range and variety of complex IT and cybersecurity issues.
- Interpreting IT policies, standards, and guidelines.
- Conducting analyses and recommending resolutions of complex issues affecting the specialty area.
- Testing and optimizing the functionality of systems, networks, and data.


This role will be fulfilled by multiple personnel working in Philadelphia, PA.


Experience/Certification Requirements

This position requires training in cybersecurity processes and procedures relevant to DoD 8570.01-M.  As such, the candidate must have begun or have the capability to complete one the following IAT Level II baseline certification within six months:

- Security+CE
- CCNA-Security

This position also requires an IAT Level II Computing Environment (CE) certification in one of the following areas:

- Windows 7, Configuring
- Windows 7, Enterprise Desktop Support Technician
- Windows 7, Enterprise Desktop Administrator
- MCSE Server Infrastructure
- MCSE Enterprise Devices and Apps
- MCSE Communication
- MCSA Windows Server 2008
- MCSA Windows 8

The candidate should also have the following experience:

- Three (3) or more years experience with information assurance technology or a related area.
- Host Intrusion Detection System (HIDS)
- Network Intrusion Detection System/Intrusion Prevention (NIDS/IPS)
- Network device configurations
- Network firewalls
- Networking technologies
- Developing security policy documents
- Working with corporate security groups to ensure compliance
- Scanning networks to determine compliance
- Monitoring security logs to identify security policy violations
- Linux System Administration
- Troubleshooting performance issues
- Managing software updates to ensure security vulnerabilities are addressed

Candidate should have experience with the Risk Management Framework (RMF).

Education Requirements

BS or MS in Computer Science or a related discipline; or a degree from an accredited university plus training in cybersecurity and coursework/training progressing toward IAT Level II under the DoD 8570.01-M framework.  IAT Level II personnel provide network environment (NE) and advanced level CE support. They pay special attention to intrusion detection, finding and fixing unprotected vulnerabilities, and ensuring that remote access points are well secured. These positions focus on threats and vulnerabilities and improve the security of systems.
