Responsibilities/Qualification

Position Summary 

Under general supervision, support PMS 407 cybersecurity program in all aspects of cybersecurity requirements as they apply to shipboard modernization, planning, execution, and lifecycle management of 9 surface combatant/amphibious warfare ship classes.  Analyze a wide range of security issues including architectures, firewalls, electronic data traffic, and network access.

Duties and Responsibilities           

Involved in the implementation of new security solutions, participation in the creation and or maintenance of policies, standards, baselines, guidelines and procedures as well as conducting vulnerability audits and assessments.

Participates in NAVSEA Cybersecurity Working Level IPT (W-IPT) and pre-brief senior government officials ahead of each Executive IPT and Cyber Council.  

Assist in coordinating major tasker/data call inputs from all SEA-21 points of contact and provide inputs for review prior to release.

Assist in administering Categorization, Assessment, Implementation, and Authorization of cybersecurity controls in HM&E control systems in order to achieve and maintain system Authrity to Operato (ATO) through the DoD mandated RMF process.

Able to provide coordinated response to all emergent cybersecurity taskers, data calls, budget drills, and congressionals.

Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research.

Participates in the HM&E Risk Management Framework (RMF) working group to develop the HM&E RMF Common Security Controls Profile and identify gaps in the Information Assurance Technical Authority (IA TA) and Technical Authority Board (TAB) standards by assessing against controls and requirements.

Manage the incorporation of IA TA Standards into engineering processes for all applicable HM&E Control System Programs of Record (PORs).

Participates in the design and development of new systems, applications, and solutions for external customer enterprise-wide cyber systems and networks.

Helps to ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
Responsible for administering CYBERSAFE grade determination and critical analysis of all systems and components within surface ship HM&E enclaves and creating process and procedure to track Supply Chain Risk Management (SCRM) of grade A/B systems and components.

Participates in the creation and enforcement of enterprise security documents (policies, standards, baselines, guidelines and procedures). Maintains documentation, procedures and working instructions in accordance with federal and departmental guidelines.

Reviews logs and reports and interprets the implications. Participates in investigations into problematic activity and assists with plans for appropriate resolution.

Complete other tasking as assigned.


Education and Experience

Bachelor’s degree in Information Assurance, Computer Science, or a related field plus 2 to 4 years of directly related experience.  An Information Assurance certification in compliance with DoD 8570 (e.g. Security+) is required. 

In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Strong analytical skills and attention to detail 

Knowledge of secure operating systems as well as data security.

Effective organization level communication, presentation and interpersonal skills.

A SECRET clearance is required for this position.
