Job Description



Responsibilities/Qualification

Qualified and engaging subject matter expert (SME) to develop and conduct Cyber Security training in support of control systems under NAVSEA cognizance.  Training will be developed to be provided across multiple platforms including traditional classroom, webinar, and scenario driven web events.

Assists in the development of training and shall be versed in the technical characteristics of the Cyber tools and the implementation of Cyber tools within the DoD operational environment.

Capable of utilizing the Instructional System Design (ISD) process to assist in the analysis, objective writing, evaluation, design, development, facilitation techniques and maintenance of course material, lesson plans, and practical exercises.

Control research and analysis to maintain subject matter currency and relevancy to contribute to the updating of course materials and documentation.

Plan, schedule, and deliver customized training programs and materials for all organizational levels, technical topics, and other identified areas and evaluates the effectiveness of organizational development education solutions.

Lead and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

Establishes and monitors standards for the quality of programs and documents.  Assist in the resolution of project and program priorities.  Assures quality control throughout all contract activities.

Collect and analyze data to determine skill gaps in order to identify opportunities to enhance existing training program for the benefit of the ultimate NAVSEA customer.

Orchestrate the development of functional and technical requirements for training activities.

Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual and analytical reports for clients.

Deliver training in both a traditional classroom setting and virtually.

Develops Web-Based training using applications such as Lectora and/or Captivate.

Performs additional duties and responsibilities as assigned.

Qualifications

Bachelor's degree in Computer Science, Information Systems, Engineering or a related discipline plus 10 years relevant work experience or a Master's degree plus 8 years relevant work experience. Experience in Cybersecurity disciplines desired.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Experience developing or conducting training to technical audience.

Ability to travel up to 25% of the time

Ability to work in a fast paced and complex environment

Experience and working knowledge of NIST RMF 800-37.

NAVSEA Support experienced strongly desired

Knowledge of the Risk Management Framework a Plus

Knowledgeable of Cybersecurity products such as PKI, VPN, firewalls, and intrusion detection systems, as well as certification and accreditation processes and activities

Strong interpersonal, management, and organizational skills.

Superior communication, interpersonal and presentation skills

Ability to quickly learn highly complex subject matter with the skill to present the material to a live audience

Must have the ability to work as part of a team.

Wide degree of creativity and self-directed work is required.

Demonstrated analytical, critical thinking and problem solving skills

Strong editing skills; attention to detail.

Proficiency in Microsoft applications.

A security clearance of an appropriate level may be required after employment.
