Job Classification: Cyberspace Network Operations Training & Planning SME

Security Clearances: Top Secret SCI – Willing to take Polygraph

Education/Certifications: BS in Computer Science or MS in Computer Science or related scientific/technical field with three (3) years of experience; or equivalent combination of training and experience

Relevant Experience: One to three (1-3) years’ experience in teaching technical material to small groups, developing technical training on Special Access Programs (SAPs), Integrated Joint Special Technical Operations (IJSTO), basic system, telephony, network and/or malware analysis. Possess excellent analytical and technical problem-solving skills.

Key Requirements: Exceptionally well-versed in real world OPLANS, CONPLANS, and Operational level planning.  Knowledge of Air Tasking Order (ATO) production processes is essential. Previous planning liaison experience is preferred. Basic scripting and/or programming in a high level language; Significant understanding of, and practical experience with, various Internet protocols (e.g, TCP/IP, DNS, SMTP, BGP). Knowledge in Job Qualification Standards (JQS), Initial Qualification Training (IQT), Sensitive Information Operations (SIO) – IJSTO, non-SIO-IJSTO, Instructional Development, Training and Cyber Training. occasional travel to operational site is required.

(U) JOB SUMMARY: Provide support, development, enhancement and oversight of the mission training plan and standards program.  Provide support to develop training materials and aids that can be delivered in multiple forms, to include online.  Provide SME support to work with government personnel to develop a strong plan that qualifies personnel for weapons system operations.


  • (U) Provide SME support as an instructional designer and training specialist. Oversee the development of instructional material, integrating all materials into the training and evaluation process.
  • (U) Develop all training and instruction materials and aids.
  • (U) Develop practical application training missions, mission scenarios, and mission evaluation tests /demonstrations, etc.
  • (U) Gain and maintain instructor qualifications IAW 39 IOS SOPs that pertain to Instructor Responsibilities, Instructor Development Program, and Course Administration
  • (U) Provide support in evaluation of personnel performance through training program and ensuring personnel remain qualified
  • (U) Support standards and evaluation programs and processes
  • (U) Develop and Administer training courses with flexibility in delivery to include online
  • (U) Serve as a Training Specialist responsible for facilitating training and development of training plans and standards to augment 39 IOS.
