Responsibilities/Qualification

This opportunity is to support the OSD Joint Assessment & Enabling Capability (JAEC) office.  The employee requires a combination of program advisory and mission support services skills to help design, develop, and implement an array of assessments that would assist and provide decision opportunities for the military and joint training communities. This includes performance measures and methodologies to support the Combatant Commanders Exercise Engagement and Training Transformation (CE2T2) program and other analytic and staff efforts to support the Director, Force Readiness and Training (FRT) and Assistant Secretary of Defense for Readiness (ASD-R).

The employee shall provide mission support with the expertise and experience to provide technical, analytic, fiscal, and programmatic support to the JAEC portfolio. The employee shall have the ability and maturity to communicate effectively at Flag and SES levels within DoD and to engage with partners and stakeholders throughout DoD and other government agencies. This will also require to perform the Action Officer (AO) administrative duties required by initiatives within the JAEC portfolio, including drafting and completing DoD staff work; gaining consensus among peers; and leading working groups.

There is strong congressional interest in DoD service and joint training initiatives; therefore, the employee must also have experience in assisting with the development of professional reports and responses to congressional inquiries with limited direction from the JAEC director. The employee must have strong oral and written communication skills. Employee shall have a signed non-disclosure agreement (NDA) on file with the COR to perform duties in this task order.

Employees effort provides technical, analytic, program management, and mission support activities for the Joint Assessment & Enabling Capability (JAEC) office as part of the Force Readiness and Training Directorate in ASD (Readiness) / OSD(P&R). This work will be performed at the customer site (on-site).

Qualifications

The Program Administrator/Defense Analyst provides technical and staff support for the assessment and analysis of DoD training and education policies and capabilities. .

Education / Required Experience:

Bachelors degree plus 5 to 7 years directly related experience working in support of a Program Manager on a government contract or Masters degree in a subject that involves the application of quantitative methods and minimum four years of experience performing staff work, writing, research, and planning.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

 Must be able to present numerical data effectively and be able to read, analyze, interpret and write DoD instructions and directives.

Ability to conduct studies of moderately complex technologies, work processes, functions, and procedures
