Position Summary

Serve as strategic lead on all corporate subcontracting and procurement activities. Oversee activities and staff related to the subcontracts and procurement functional areas. This leadership role carries with it personal and corporate responsibility to build and sustain a respectful workplace.

Responsibilities and Duties

  • Reviews Procurement/Subcontractor policies and procedures and associated forms on a regular basis to ensure that they are consistent with current procurement/subcontractor laws and regulations including applicable thresholds.  Drafts new policies and procedures and amends existing ones.
  • Manage government subcontracts registration, certification, and reporting requirements, including small business subcontracting reporting
  • Oversee work with program personnel to develop subcontracts, SOWs, respond to RFQs for task orders, and to negotiate and execute subcontracting/procurement documents, and to ensure subcontract/procurement compliance.
  • Ensures that the department is adequately staffed to carry out its mission.
  • Fosters career development for departmental staff.  Determines group and individual training needs, develops curriculum and coordinates internal or outside training.
  • Oversees operations of the department via supervision of Managers of Subcontract and Procurement Operations.
  • Directs processes for solicitation documents for highly complex acquisitions to include statements of work, terms and conditions or flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement.
  • Ensures processes or followed as it relates to price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution. Maintains CPSR compliant subcontract processes.
  • Collaborates with leadership having legal, technical, financial, and managerial interests of the subcontract and procurement award and technical performance.
  • Ensures compliance with Procurement and Subcontract policies and procedures and Sarbanes-Oxley (SOX), DCAA, DMA and Contract Knowledge Information System . requirements.  Overseeing the conducting of periodic internal audits, implementation a peer review process, and providing ongoing guidance, coaching and training to staff.  Interfaces with outside or internal auditors as necessary.
  • Spearheads quality improvement initiatives within the Procurement and Subcontract Administration Department.  Supports other Alion organizations as required to achieve or maintain ISO quality certifications.
  • Serves on proposal review teams as needed and may lead proposal efforts and assist with pricing strategies.
  • Identifies legal requirements and government reporting regulations affecting subcontract administration and procurement.
  • Oversee planning for subcontract negotiations and participates in negotiations as appropriate.  Ensures that all subcontracts are in compliance with applicable laws and regulations.
  • Reviews subcontracts, above corporate thresholds, prior to finalization. 
  • Recommends changes in contractual language, schedule, costs, etc. to insure that Alion's interests are properly served.
  • Identifies corporate level compliance issues as they relate to technical, cost and administrative reporting and other deliverables on contracts.
  • Participates in M&A, both due diligence and integration support

Education and Experience

  • 20 years of relevant experience with leadership in subcontracts and procurement management, including overseeing large, complex proposals and negotiations, ideally within the government contracting arena.
  • Bachelor’s degree in related discipline.

Knowledge, Skills, and Abilities

  • Ability to quickly obtain technical knowledge relevant to Alion's lines of business, including international arena, required.
  • Must possess advanced knowledge working in a CPSR environment.
  • Advanced knowledge of legal and regulatory requirements related to proposal preparation, negotiations, FAR or DFAR, and other US government regulations, as they apply and influence aspects of procurement, and subcontracting.
  • Advanced knowledge of the principles, methods, and practices of procurement/subcontracting.
  • Experience with leading large and geographically dispersed organizations.
  • A security clearance of an appropriate level may be required after employment.
  • Excellent communication, presentation and interpersonal skills.
  • Demonstrated ability to collaborate with key stakeholders and subject matter experts to yield strategic outsourcing solutions.
  • Industry knowledge of Defense supply chain
