Job Description

Alion is looking for a leading-edge technology expert with innate curiosity and ability to visualize technology transfer to meet current needs.  Will support the National Geo-Spatial Intelligence Agency Office of Ventures and Innovation Outposts Division (DCVO). The Office of Ventures and Innovation is tasked to bring the NGA workforce and Industry together to enable mission/warfighter needs using new approaches and methodologies.  The Outpost Division strengthens that mission by delivering commercial industry results back into the National Security Enterprise across all security domains. The Outpost functions using small, permanent cells operating at varying levels of classifications operating in a dynamic lab environment to investigate emerging commercial research. The Outpost relies on collaboration and partnerships with other DoD users such as Defense Innovation Unit (DIU), Hacking for Defense (H4D), the Lean Launch Pad and others.  The goal is to facilitate advances of unclassified and classified systems leveraging organic capabilities and entry of the open, emergence geospatial community.  DVCO requires this Technology and Innovation Advisor/SME to conduct continuous outreach to Industry, Academia, and other Government and Civilian entities, developing innovative approaches to operational challenges.

Summary of Duties and Responsibilities

The Technology and Innovation Advisor will support collaboration between Outpost capabilities and equities within IPOs, KCs and other government program activities; oversee the creation of, anticipate issues for, and develop solutions for the onboarding of commercial and partner research investment into NGA; and maintain expertise with NGA technology initiatives and ensure emerging research challenges are aligned with NGA acquisition and technology strategies.

Specifically, the Technology and Contracts Advisor will:

  • Identify, initiate and maintain outreach to companies developing emerging technology in current and future Outpost locations, and other commercial vendors
  • Develop use cases, provide operational context, and propose creative and innovative solutions for the successful and efficient integration across several project areas to support the evolution of tools, techniques, policies, and processes into the National System for Geospatial-Intelligence (NSG) framework
  • Provide support to Outpost seedling integration activities including assessing performance and cost against operational requirements
  • Shepherd assigned projects successfully and efficiently on behalf of the customer.
  • Identify and organize potential innovative technology solutions into a tracking tool capable of categorizing and prioritizing use cases
  • Develop visualizations, technical briefings, training, and system capability materials, as required to enable collaborative solutions and common understanding regarding Outpost activities to internal and external customer stakeholders
  • Create, manage, document, and enhance operational processes as they relate to integration pathways and potential system performance
  • Provide technical expertise to acquisition program management efforts to include (but not limited to) development of Statements of Work (SOW), Independent Government Cost Estimates (IGCE), Certification of Non-personal Services (NPSQ) and other contract documentation
  • Provide technical expertise to security relevant program management and documentation efforts to include (but not limited to) ICD 503 accreditation, development of Security Impact Determination Requests (SIDR), System Scans and Continuous Monitoring, Program Security Test Procedures and various other documents as they pertain to security relevant programs
  • Forge trusted relationships with senior government stakeholders and demonstrate ability to operate effectively in a dynamic, collaborative, fast-moving environment
  • Advocate on behalf of the government customer for technology/tool requirements to be identified, documented, included, and executed
  • Participate and represent Outpost activities in related community working groups within the NGA organization and external partnerships

Education/ Qualifications:

  • BS degree in Science or Engineering with preference in Systems Engineering. Master’s degree highly desired with 12 years’ work experience. PhD a plus.
  • At least 8 years' experience must include hands-on technology innovation and solution development
  • Expertise on innovation activities, Lean start-up challenges and capability transition life cycle
  • Expertise in program management including understanding of IC, DOD and GEOINT community stakeholders, missions, and system capabilities
  • Experience in acquisition program security procedures and documentation.
  • Experience with and/or understanding of program/project management techniques, processes and documentation including Defense Federal Acquisition Regulations and agile acquisition approaches such as OTA’s and CSO’s.
  • Experience in technology development, concept development, and creating technology roadmaps and insertion plans strongly desired.
  • Familiarity with emerging technology especially in the areas of artificial intelligence, cloud computing, space systems, data analytics, and cybersecurity
  • Ability to pro-actively lead and/or collaborate successfully in a dynamic work environment
  • Demonstrated strong proficiencies in communication, problem solving and interpersonal skills, and dealing with ambiguity
  • Demonstrated knowledge of the local industry and academic landscape at the Outpost location with the ability to build effective long-term relationships.
  • US Citizenship and a current DOD TS/SCI clearance
