Responsibilities/Qualification

Alion is seeking motivated candidates in enterprise Information Technology (IT) architectures and management.  Working with limited direction from Alion Program Management and the Chief Engineer you will be responsible for the overall planning, organization, and execution of all infrastructure development and management for an Alion Department of Defense (DoD) customer. You will direct IT staff to carry out support and maintenance of existing IT infrastructure and oversee the development of new technical solutions based on emerging technologies using cloud architectures and strategies. Using your experience and knowledge of cloud architecture you will coordinate cloud design concepts and approaches with development teams and help realize the customer’s goal of developing flexible cloud solutions that support modeling and simulation (M&S) and training technologies. 

Working directly with the customer you will decompose the customer’s operational requirements into strategic plans, develop and manage projects that evolve the existing infrastructure to the next generation objective architecture. You will lead a team of professional technologists to design, document, develop and field solutions based on customer provided requirements and in accordance with systems engineering practices.  You will decompose requirements into functional system requirements, develop project timelines and milestones, track and report progress at specified technical and design reviews.  You will oversee the cybersecurity engineering team that coordinates system, type and network authorization activities using the Risk Management Frame (RMF).  You will assist security engineers with categorization of information types, oversee the assessment of threats to the confidentiality, integrity and availability of the designed solutions to help select and document mitigating controls.  You will ensure the cybersecurity baseline of developed capabilities is an integrated component of the systems design process and ensure solutions are assessed and authorized by the applicable Authorizing Official (AO) prior to being placed into operations.

The candidate shall show demonstrated experience through resume and technical interviews in developing technical solutions within DoD environments.  This includes requisite knowledge of applying cybersecurity compliance requirements from various DoD organizations such as the Defense Information Systems Agency (DISA) Information Assurance Vulnerability Management (IAVM), Security Template and Implementation Guidelines and the National Institute of Standards and Technology (NIST) Special Publications for RMF.

Qualified candidates will have:

- Certifications in accordance with DoD Approved 8570 Baseline Certifications within a specific area of expertise.

- Strong Experience in developing and maintaining Courses of Action, Plans of Actions and Milestones, and numerous list of requirements and tasks

- Strong experience in developing and presenting technology briefs, white papers, plans, roadmaps, and presentations.

- Knowledge of Microsoft Office suite programs, MS Word, Visio, Excel and PowerPoint, MS Project.

- Effective organization level communication, presentation and interpersonal skills

- Willingness to travel

- Experience with Department of Defense Security Technical Implementation Guidelines

- Strong experience in designing, implementing, and maintaining an enterprise managed system and network topology.

- Knowledge of DoD cloud initiatives including MilCloud, Microsoft Azure, AWS

- Knowledge of DevOps philosophy and continuous integration processes

- Knowledge of authorization approaches to include DISA Cloud Security Requirements Guide (SRG) and Federal Risk and Authorization Management Program, (FedRAMP)

- Knowledge of project management, engineering principles, methods, and techniques.

- Knowledge of the Department of Defense Architectural Framework (DoDAF)

Preference for:

* Preference for Defense Acquisition University Systems Engineering or Agile Systems Engineering discipline experience.

* Preference for Modeling and Simulation development experience for Training Applications with High Level Architecture (HLA) and Distributed Interactive Simulation (DIS).

* Preference for technical experience with cloud enabling technologies such as Ansible, OpenStack, Docker and type 1 hypervisor technologies

* Preference for DoDAF Enterprise Architect certification

* Preference for Certified information Systems Security Professional (CISSP) Certification

Educational Requirements:

- Bachelor’s degree in Information Systems, Information Security, Information Technology, Computer Engineering, or related discipline, plus 14 years of related experience.

- Master's degree in Information systems or related discipline with 10 years of related experience acceptable.  (Preference given to candidates holding related Master's degree) 

- 10 years of experience as technical lead in a large enterprise IT environment

In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Active DoD Secret Clearance Required.  Must be eligible for Top Secret clearance.
