Responsibilities/Qualification

Alion Science and Technology Corporation is seeking an Environmental Test Support Engineer to provide Systems Engineering and Integration (SE&I) support to a major DoD Agency located in Albuquerque, NM at Kirtland AFB for operational test events. Some travel (10%) to the White Sands Missile Range, NM and the Nevada National Security Site , NV as well as to the National Capitol Region (Northern Virginia) will be required.

Roles:


•         Attend test team and Test Planning Working Group (TPWG) meetings and provide guidance on environmental/safety issues and requirements during the test planning process.


•         Review and provide recommendations on test events with regard to environmental compliance and NEPA and submit and track the progress of necessary environmental approval documentation.


•         Monitor and review operations and proposed construction projects to assure compliance with published environmental criteria.


•         Review all construction designs and test fielding plans for hazards, safety, and environmental issues and provide guidance to the test team on test locations, including camera and sensor locations, concerning environmental restrictions; coordinate with the test team and test site manager on the test bed location; and coordinate camera locations with an Optics Engineer.


•         Provide guidance to the test team and SRP as to potential environmental costs.


•         Conduct appraisals, field inspections, and follow-up activities of environmental and safety programs at test sites, and other sites, to determine effectiveness and compliance with all established environmental regulations and policies.


•         Provide the customer with a plan to mitigate posttest environmental issues and provide estimates for the demolition of damaged targets and clean-up of any hazardous areas, working with a Construction Engineer to develop a cost estimate for resolving any posttest environmental issues.


•         Conduct posttest monitoring and sampling for environmental hazards.


•         Calibrate and maintain various gas sensors and Photoionization detectors (PIDs).


•         Develop training plans, and conduct training to ensure environmental compliance responsibilities.

Required Qualifications:


•         Candidate must be respiratory qualified and capable of wearing a Self-Contained Breathing Apparatus (SCBA) (approximately 50 lbs.) while performing inspections of underground tunnels and target structures.


•         Candidate must be capable of performing work in areas with exposure to heavy construction, confined space environments, rattlesnakes, spiders, rodents, radiation, extremes in weather and walking or driving over hazardous terrain, in underground tunnels and target structures.


•         Knowledge of and experience developing Environmental documentation (e.g., AF-813, Army or DTRA Record of Environmental Consideration (REC), or full environmental assessment/impact statements)


•         Knowledge of National Environmental Policy Act (NEPA) compliance


•         Knowledge of and experience with post-test cleanup standard practices


•         Knowledge of and experience contributing to Test Execution Plans (TEP)


•         Education: Bachelor’s degree in environmental engineering or a related physical science


•         Certifications required:

o   Hazardous Waste Operations and Emergency Response (HAZWOPER)

o   Permit Required Confined Space Certification

o   CPR, First Aid, First Responder Certification


•         Years’ Experience: 4-6 years in Environmental Compliance or Safety


•         Security Clearance: Minimum active Secret with ability to obtain TS and SCI.


•         US Citizenship.


•         MS Office proficiency and ability to work in an individual and team environment.

Additional Desired Qualifications:


•         Chemical, Biological, Radiological, and/or Nuclear domain knowledge.


•         Test knowledge of Improved Explosive Devices.


•         Advanced degree (Ms or PhD).


•         Current DoD TS/SCI.
