Position Summary:

Alion Science and Technology Corporation is seeking an Environmental Safety Engineer to provide Systems Engineering and Integration (SE&I) support to a major DoD Agency located in Albuquerque, NM at Kirtland AFB for operational test events. Some travel (<2%) to the White Sands Missile Range, NM will be required.

Responsibilities:

  • Review and provide recommendations on test events in regards to environmental compliance and National Environmental Policy Act (NEPA).
  • Review environmental documents (NEPA, Environmental Permits, etc.) and provide recommendations to the customer’s Environmental Engineer.
  • Monitor and review operations and proposed construction projects to assure compliance with published environmental criteria.
  • Conduct appraisals, field inspections, and follow-up activities of environmental and safety programs at test sites, and other sites, to determine effectiveness and compliance with all established environmental regulations and policies.
  • Provide estimates for the demolition of damaged targets and clean-up of any hazardous areas.  Calibrate and maintain various gas sensors and Photo-ionization detectors (PIDs).
  • Train personnel on environmental compliance responsibilities.
  • Attend test team and Test Planning Working Group (TPWG) meetings and provide guidance on environmental/safety issues and requirements during the test planning process.
  • Provide environmental reviews documenting the location of the test, sensors, cameras, and other equipment provided by the Instrumentation Working Group (IWG) and posttest clean-up requirements, listing restrictions and mitigations, which must be followed by the test team.

Education and Experience:

  • Bachelor’s degree in Environmental Engineering or a related physical science with 4-6 years experience  in Environmental Compliance or Safety.
  • Must be already certified in OSHA CFR 29 Confined Space Training - 8 Hour Course and OSHA Hazardous Waste Operations and Emergency Response, HAZWOPER regulation, 29 CFR 1910.120 - 40 Hour Course.
  • Must have active Secret clearance with ability to obtain TS/SCI. 
  • Candidate must be capable of performing work in areas with exposure to heavy construction, confined space environments, rattlesnakes, spiders, rodents, radiation, extremes in weather and walking or driving over hazardous terrain, in underground tunnels and target structures.
  • Candidate must be respiratory qualified and capable of wearing a Self-Contained Breathing Apparatus (SCBA) (approximately 50 lbs.) while performing inspections of underground tunnels and target structures.
  • Knowledge of and experience developing Environmental documentation (e.g., AF-813, Army or DTRA Record of Environmental Consideration (REC), or full environmental assessment/impact statements)
  • Knowledge of National Environmental Policy Act (NEPA) compliance
  • Knowledge of and experience with post-test cleanup standard practices
  • Knowledge of and experience contributing to Test Execution Plans (TEP)
  • MS Office proficiency and ability to work in an individual and team environment.
  • Chemical, Biological, Radiological, and/or Nuclear domain knowledge.
  • Test knowledge of Improved Explosive Devices.
