Position Summary

Executive Assistant / Operations Manager for a critical front office in NAVSEA

This is an ideal position for a proven submarine leading yeoman, submarine engineering department master chief, submarine engineering department training chief, submarine engineering department training assistant, or someone with similar background, who understands and can adhere to naval nuclear propulsion information standards and requirements.  The salary adjusts with the level of experience.

A FINAL SECRET Clearance is required for consideration.

The incumbent provides front-office administrative and operational support for SEA 05Z, the Marine Engineering office at NAVSEA.

Provides high level secretarial and administrative support for the organization’s director and deputy director, requiring discretion, confidentiality, a good understanding of technical and business vocabulary, and a detailed knowledge of the organization’s operations, procedures and people.

This position facilitates scheduling, proofreading, document courier services, contractor personnel in-processing, and various administrative support to ensure a smooth-running operation.

The incumbent works with program offices to facilitate design and procedure approval as well as to development procurement strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements.

Acts as lead administrative representative in the SEA 05Z spaces to facilitate communication and effective operational execution. 

Duties and Responsibilities          

  • Interfaces and coordinates with key offices and stakeholders throughout NAVSEA, including NR, SSP, submarine shipbuilders and vendors.
  • Assembles, analyzes and interprets complex and often classified information, provides assessment on technical matters and policy and makes recommendations to leadership.
  • Coordinates complex and important projects and logistical details to ensure smooth operation of the department.
  • Represents the organization on administrative matters both internally and externally.
  • Ensures appropriate policies, processes and procedures are in place to facilitate prompt service delivery of service.
  • Ensures effective quality control and quality assurance measures are in place.  Recommends process improvement changes.
  • Provides excellent customer service to clients.
  • Complies with security procedures and may serve as deputy on security matters.
  • Drafts, prepares and reviews correspondence.
  • Prepare presentations, graphics, paperwork and forms relating to the business operations.
  • Maintains records, information, data and statistic on department activities and may monitor project schedules for management.
  • Receives, processes and maintains documents such as time records, travel, invoices and purchase orders.

Education and Experience

Bachelor's degree plus 8 of related work experience of increasing difficulty and responsibility.  

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

A FINAL SECRET security clearance is required.

Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.

Experience in providing administrative support of NAVSEA programs and a general understanding of the Naval Sea Systems environment relating to technical, scientific and analytic services, and identification of new business opportunities is desired.
