Job Description

Assists government procurement agencies develop acquisition strategies, work statements, evaluation plans and qualify vendors. Involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. Applies knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. Uses quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution. Participates in developing acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids. Assists with the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report).

This position is within the Autonomic Logistics Information System (ALIS) Sustainment IPT.  The incumbent is responsible for publishing, maintaining, and integrating the ALIS Fleet Management Plan (the ALIS lifecycle sustainment plan) with the Logistics and Sustainment (L&S) Sustainment Baseline.

This position provides subject matter expertise in lifecycle management of a sustained information technology system. The position will use a lifecycle approach for the development, implementation and sustainment of the ALIS. The position will assemble inputs/updates from the ALIS IPT into a coherent ALIS Fleet Management Plan that will be used by the ALIS IPT to identify and mitigate sustainment gaps.  The ALIS Fleet Management Plan will be the single source document used by the IPT to influence LRIP contracts and will be continuously updated as actions or plans are updated.

This position ensures that ALIS sustainment cost drivers will be identified and mitigated.  Additionally, the position will ensure operational anomalies are identified and mitigated in accordance with the ALIS Fleet Management Plan.

Functions as a member of the ALIS Sustainment Pillar IPT.  Provides interface between the program office, the contractor and the services/partner nations for ALIS sustainment policies and planning matters.

Write, update, and assist the pillar lead to implement the ALIS Fleet Management Plan and related policies, procedures, and operating instructions for the long term sustainment of ALIS within the framework of the F-35 Sustainment Baseline. 

Coordinates the execution of the ALIS sustainment processes within the Joint Program Office (JPO), with the prime contractor, and with the Services & Partner Nations, supporting the ALIS Sustainment Engineers on the procedural aspects of their work.

Assists the IPT lead to develop a process to ensure configuration control to the latest ALIS software releases.  Once process is developed, maintain configuration control over the development and release cycles.

Documents metrics required to assess the performance of the fielded systems. 

Identifies areas for continuous process improvement that will reduce ALIS total cost of ownership in accordance with the Cost War Room procedures.

Identifies risks associated with ALIS sustainment, in close coordination with the ALIS Program Planning & Controls Lead.  Performs duties as the primary POC for the ALIS IPT to the Risk Management Board.  

Qualifications:

3 years Lifecycle Management Experience in an ACAT Program (Includes Sustainment Experience within the Industrial Base), or six years logistics/sustainment experience at the operational level

Have an understanding of processes within a major defense acquisition program

Program/Project Management knowledge and experience with the development, implementation, and sustainment of an information system, or a system with an information subsystem component.

Logistics Management experience in sustaining fielded system
