Responsibilities/Qualification

Description:

As the organizational expert in the field, the F-35 Logistics & Sustainment Acquisition Principal provides high level consultation to management in acquisition support. In this position, you will research extremely complex acquisition requirements, perform market surveys for potential procurement avenues, and analyze proposals for applicability to stated functional needs. Will work with program engineers to determine procurement strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements. 

Other responsibilities include:

Develop procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications.

Provide expertise in financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions.

Use highly complex quantitative analytical techniques to assess system acquisition process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Prepare documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.

Prepare and presents formal briefings and staff seminars.

Qualifications:

Master's Degree in related field plus 10-15 years of related experience.  Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Experience evaluating contractor proposals including analysis of Basis of Estimates (BOEs) and ability to estimate fair market value of labor and materials.

Experience building requests for proposal or contractor statements of work.

Expert knowledge of government or other contracting environment relating to technical, scientific and analytic services.

Expert knowledge of the defense acquisition process and ability to support customers in the analysis and improvement of acquisition process policy and procedures.

Knowledge of USAF, USMC, or USN base and flight line operations and actual aircraft maintenance experience helpful. 

Excellent computer skills especially with Microsoft Excel (able to build macros, pivot tables, import/export data) and relational databases such as Microsoft Query & Microsoft Access (able to tie Excel to Access and build SQL queries).

Excellent communication and interpersonal skills.

Excellent organizational skills.

Active Secret security clearance is required.
