Responsibilities/Qualification

SUMMARY:
As the organizational expert in the field, possesses and applies an advanced knowledge of acquisitions to the completion of projects of major complexity. Provides advisory and consulting expertise to upper management in deal negotiations, contract development, due diligence and other business development or alliance development projects.


DUTIES:

Serves as a Senior Program Strategy Research Analyst, with a focus on the F-35 Program’s contribution to executing the National Defense Strategy (NDS), in general, and the strengthening of alliances and attraction of new partnerships, in particular.

Conducts research, develops strategic courses of action, and recommends means to modernize the defense capabilities in the areas of life cycle management and logistics and sustainment for the U.S. and participating nations and to enhance joint and coalition-based fighting, operational sustainment, international interoperability, global reach, and the strong global industrial base coalition

Ensures detailed analysis and approved courses of action are fully integrated in the F-35 Acquisition Strategy or other Program-of-Record documents, in collaboration with the F-35 Program Chief Strategy Officer (CSO) and other affected stakeholders, both internal and external to the F-35 Joint Program Office (JPO).

Uses highly advanced quantitative analytical techniques to assess system acquisition process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Researches extremely complex acquisition requirements, performs market surveys for potential procurement avenues, and analyzes proposals for applicability to stated functional needs.

Conducts independent research and seeks out prospective opportunities.

Develops procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications.

Prepares documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.

Provides leadership in professional societies and may represent the company at conferences and technical forums. Interacts with recognized experts in the acquisitions field.

Provides guidance to less experienced Acquisition Analysts.


QUALIFICATIONS:

Masters degree in related discipline plus more than 15 years of directly related experience in a government contracting environment. Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Expert knowledge of government or other contracting environment relating to technical, scientific and analytic services, and identification of new business opportunities.

Expert knowledge of the defense acquisition process and ability to support customers in the analysis and improvement of acquisition process policy and procedures.

Superior communication and interpersonal skills.

Excellent organizational skills.

SECRET Security clearance required.
