The Fleet Synthetic Training At Sea Event Operations Planner will:

Provide expert operational and technical knowledge regarding BMD and Aegis weapons, sensors, and the Aegis Combat System in support of FAS training events, primarily focused in the CENTCOM and EUCOM areas of responsibilities.


The Operations Planner is a member of the Naval Surface Warfare Command (NSWC) -Corona Modeling & Simulation (M&S) Operations Team that assists with the design and execution of Fleet Synthetic Training (FST) events in a Live, Virtual, and Constructive (LVC) environment.  This position is located in Norfolk, VA.

This is a new position based on the Navy’s growing demand to employ an LVC integrated environment into fleet training events.  The intent of the initiative is to enable all live units and virtual/constructive entities to detect, track, classify and engage all other entities and units, with both kinetic and non-kinetic effects, within the limitations of the real world systems. 

The Operations Planner performs engineering, operations, and project management activities in order to support the training audience and training commands’ utilization of the Navy Continuous Training Environment (NCTE) and associated modeling and simulation tools. 

•             Serve as NSWC-Corona’s NCTE LVC technical and operations Subject Matter Expert (SME) in support of training events.

•             Work with NCTE Operations and Engineering Teams to coordinate and plan systems and personnel support for events.  Adjust daily working hours occasionally to match times zones around the world where events are occurring.  Occasional travel is required in support of event planning conferences.

•             Monitor event operations for compliance within NCTE standards and LVC Standard Operating Procedures (SOPs). Recommend changes to SOPs as needed and help to develop new SOPs as LVC training operational requirements expand.  

•             Use Confluence and JIRA tools on the NCTE website to share event schedules and documents. 

•             Produce Operations and Engineering FST-LVC technical project notes and event reports that clearly describe event activities, issues, and corrective actions.

•             Keep leadership informed of LVC progress and issues and help coordinate resolutions for any technical or operational issues.

•         Assist in the development of the joint distributed training architecture and the integration of Aegis Afloat, Ashore and other strike group assets into architecture.

•         Plan and assist in the development and integration of the Joint Semi-Automated Forces (JSAF) Aegis model and other joint BMD models that will interact with JSAF and live units.

•         Review and monitor BMD and Aegis requirements. 

•         Continually review ongoing BMD and Aegis initiatives and evolving technology as they apply to the NCTE and ensure joint/coalition interoperability considerations.

•         Attend meetings as directed by NSWC Corona and the assigned NCTE staff.  Coordinate with NAMDC and MDA on all Aegis BMD training requirements.


Bachlors Degree and 6+ years ABMD experience (completed one tour on an ABMD ship, Shore Command or ABMD training site (CSCS, ATRC, or ATG) and assigned to BMD mission support.   Experience with SSDS a plus. In some cases, education and experience requirements may be adjusted or waived for highly specialized knowledge or uniquely applicable experience.

Performed as CSTT member and/or Senior Enlisted Leader

Proficient with BFTT and ACTS operations, to include set up and CSOSS procedures

Qualified as Combat Systems Coordinator (CSC), Air Warfare Coordinator (AWC), Missiles Systems Supervisor (MSS), Training Supervisor (TRASUP), Ballistic Missile Defense Officer (BMDO) and/or Tactical Action Officer (TAO)


Possesses thorough working knowledge of ABMD Aegis Core Tactics & Aegis Core Tactics

Possesses working knowledge of Link 16 architectures with respect to BMDS support

Possesses a working knowledge of shipboard installed embedded training systems

Possesses working knowledge of JSAF/NCTE and ACS requirements to support distributed training architectures and/or other M&S experience

Possesses working knowledge of ABMD CONOPS in EUCOM, CENTCOM and PACOM

Desired experience

Previous STO or CSMM with 20 years of experience with operating the ACS in training, test and tactical operations

Must be a US citizen, currently hold and be able to maintain a US Secret clearance
