Responsibilities/Qualification

Position Summary
Develops plans, schedules and budgets to meet contractual requirements for a program or several portions of a very large program. Develops approaches for improving program planning, control, and execution.

Duties and Responsibilities
Provide financial and program management support to the Program Executive Officer Ships Fleet Support, Director of Business and Finance (PEO Ships FP), Washington Navy Yard, Washington, DC.

Uses quantitative analytical techniques to assess program process issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution.

Prepare/analyze funding/execution reports.

Interact with Senior Level Military and Government officials, participate in communicating status to upper level management, review, design and implement process changes.

Serves as a resource for resolution of highly complex problems. 

Develops documentation, reports, and project plans and prepares and presents formal briefings and staff seminars.

Provides work leadership to less experienced Program Planning and Control Analysts.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 8 to 10 years of directly related experience in technical program planning, administration, budgets, and development. Master’s degree preferred.  In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.

Experience as member of Navy Program contractor team a plus.

Skilled in use of Microsoft Word, PowerPoint and Excel.

Hands-on experience using the following Navy databases: Navy Enterprise Resource Planning (ERP), Computer Optimized Batch Reconciliation Application (COBRA); Program Budget Information System (PBIS), and Procurement Budget Justification Documents (PDOCS).


Knowledge, Skills, Abilities

Knowledge of financial spreadsheets.

Experience working in or with a government budget office is highly desired.

Knowledge of Microsoft Office applications.

Excellent communication, organizational and interpersonal skills.

A SECRET security clearance is required for employment.
