Responsibilities/Qualification

 

Position Summary

Develops plans, schedules and budgets to meet contractual requirements for a portion of a program. Develops approaches for improving program planning, control, and execution.

Duties and Responsibilities          

  • Provide financial and program management support to the Program Executive Officer Ships Fleet Support, Director of Business and Finance (PEO Ships FP), Washington Navy Yard, Washington, DC.
  • Uses quantitative analytical techniques to assess program process issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution.
  • Prepare/analyze funding/execution reports.
  • Interact with Senior Level Military and Government officials, participate in communicating status to upper level management, review, design and implement process changes.
  • Serves as a resource for resolution of problems.
  • Develops documentation, reports, and project plans and prepares and may present briefings and staff seminars.
  • Performs additional duties and responsibilities as assigned.

Required Education and Experience

  • Active Secret Clearance is required for employment.
  • Bachelor’s degree in related discipline plus at least 5 years of directly related experience or a Master’s degree and three years of experience preferably in a government contracting environment. 
  • Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • NAVSEA Enterprise Planning System (NEPS) account and/or ability to learn new financial database/system
  • Navy Enterprise Resource Planning (ERP) account and working level knowledge of the system
  • PSD Automated Reporting and Tracking System (PARTS) database account and working level knowledge of the system

 Knowledge, Skills, Abilities

  • Good communication skills – oral and written
  • Knowledge of DOD and USN Policies and Procedures, specifically including knowledge of the Navy Financial System and understanding of the requirements, planning and budget process is required.
  • Understanding of the relationship of Program Offices and Support offices within NAVSEA
  • General Knowledge of Work Breakdown Structure (WBS) and its applicability to training
  • Independent, Self-Starter Skills (does not require continual oversight or direction)
  • Knowledge of government or other contracting environment relating to technical, scientific and analytical services, and identification of new business opportunities.
  • Excellent time management, communication, organizational, and interpersonal skills.
  • May require knowledge of Federal Acquisitions Regulations (FAR) and other DoD procurement policies and procedures.

Clearance: An Active Secret Clearance required for employment.
