Responsibilities/Qualification

Commander, Navy Warfare Development Command (COMNAVWARDEVCOM) is directed by Commander, U.S. Fleet Forces Command to conduct the Fleet 360 War Game series for fleet commanders and their MOC staff.  The war game objectives, together with a game scenario informed by an actual operation plan selected by the fleet commander, result in a tailored war game design that provides the operational context necessary to address the issues of greatest importance to the fleet commander.  The war game is scalable, allowing the fleet commander to tailor MOC participation to be anything from one operational planning team (OPT) within the future operations cross-functional team (CFT) up to the full MOC CFT organization.

Responsibilities

The incumbent will work as an integral part of the NWDC N3 Red Cell and will work closely with the NWDC Red Cell OPFOR Warfare Area Analysts in developing wargaming products for NWDC’s war games, exercises, and experiments with a focus on Fleet 360 war game and related Fleet 360 experiments / deep dives using processed/fused Intelligence Community based documents, assessments, Intelligence briefings, operational reports and Intelligence data bases.

The incumbent will take a leading role in the development, coordination and portrayal of OPFOR cyber capabilities and tactics, techniques and procedures during Fleet 360 war games.  This senior military analyst will leverage current and timely intelligence reporting from classified and unclassified sources to accurately represent adversary cyber capabilities / TTPs against US Navy operational forces. 

The incumbent will create scenario material (Intelligence reports, message traffic, assessments, war game handbooks, etc.) to be utilized in Operational Level of War (OLW) exercises and experiments. The incumbent will provide Operational Planning and Intelligence support to the Exercise Control Group/White Cell staff during Fleet 360/Strike Group 360 war games and related experiments.

Qualifications

- Bachelor’s degree in related fields plus 8 years of Cyber Warfare / Threat experience at NSA/USCYBERCOM, 10th Fleet or other service equivalent, and/or combatant command (i.e. EUCOM, CENTCOM).  

- Experience coordinating with other government and intelligence organizations or Maritime Intelligence Operation Center/Joint Intelligence Operation Centers, especially in the EUCOM and/or CENTCOM AORs.

- Retired O4/5 with experience in OLW command and staff operations is a plus.

- Experience with wargaming and Joint exercise planning process.

- Candidate must possess an active Top Secret Clearance and SCI eligible.

Travel is required to support exercise planning

Must currently hold and be able to maintian a US Security Clearance
