Job Description

 The Facility Security Officer (FSO)/CPSO/Security Team Lead will be responsible for security implementation at Alion’s Advanced Cyber Operations location in San Antonio, TX.  The applicant will report directly to the Director of Security, Advanced Cyber Operations:

The individual will be responsible for performing all disciplines within security to include; personnel security, physical security, communication security, document control, visitor control, and information system security. The applicant should have prior management experience, good mentoring skills, and will be responsible for leading a team of three.  The applicant must have a strong working knowledge and experience with the below responsibilities.

  • Implementing the requirements of the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), SAP Manual, and other government directives as applicable
  • Joint Personnel Adjudication System (JPAS), National Industrial Security System (NISS), Defense Information System for Security (DISS), Secure Web Fingerprint Transmission (SWFT), and other security applications and databases (i.e. Access Commander and/or SIMS)
  • Process personnel security clearances and complete pre-screen questionnaires
  • Issuing/Programming access control badges as required
  • Experienced with providing support and direction to senior level managers and executives on security processes and procedures
  • Experienced with providing mentoring and sharing experience and training with direct reports
  • Experienced with running a quality, well documented, security program from bottom to top
  • Experienced in successfully interacting with government auditors, Field Office Chief’s, CI personnel, and the like
  • Create and issue DD-254s
  • Knowledge of procedures in safeguarding and accountability of all classified materials
  • Participate in the implementation of the company’s Insider Threat Program (ITP)
  • Participate in and complete security self-assessments
  • Ensure that a clean desk policy is implemented and adhered to
  • Participate in the company’s Security Education, Training, and Awareness (SETA) program; prepare training and assist in the administration of all security education and training for the site
  • Assist in authoring and maintaining Standard Operating Procedures (SOPs), Standard Practices and Procedures (SPPs), Emergency Action Plans (EAPs), and other company security policies and procedures
  • Responds to and investigate security infractions and violations
  • Assist with information system audits and certification and accreditations as required
  • Knowledge of critical infrastructure (i.e.; alarm systems, access controls systems, fire alarms, etc.) and the ability to interface with companies that provide these services
  • Knowledge of facility related issues (i.e.; HVAC, pest control, cleaning services, etc.) and the ability to interface with companies that provide these services
  • Experience in COMSEC/Cryptographic is welcome but not necessary
  • All other duties as assigned
  • A favorable DCID 6/4 or ICD 704 eligibility determination
  • Must be willing to take a polygraph examination
  • Candidate must have a minimum of 10 years of experience supporting Department of Defense (DoD) or Intelligence Community (IC) programs with working knowledge of the NISPOM, ICDs, and SAP Manual.
  • Must possess good organizational skills, accuracy, communication and interpersonal skills, and be detail-oriented
  • Must be able to prioritize tasks and handle multiple assignments concurrently
  • Must have FSO certification
  • Having a Security + certification is a plus
  • Associate or Bachelor Degree in:  Business Administration, Criminal Justice, or a related discipline; Experience will be considered in lieu of a degree.
