Job Description

We are seeking a focused skill set in Human Factors Engineering with an Intelligence background. Working to support our customer needs, this dynamic position will afford you great flexibility to use your skills in a number of strategic ways.

You will possess practical experience in the area of human factors engineering with particular focus on personnel assessment including job analysis, work analysis, knowledge-skill-ability assessment, work performance standards and/or training needs.

Experience with, or knowledge of, Intelligence Community (IC) organizations, operations, and policies as well as national security classification procedures is desirable.

Specific knowledge/experience with the US Coast Guard (USCG) intelligence community is highly desired.

The following skill sets are key for the selected candidate:

  • We desire analysis that applies knowledge of human behavior capabilities and limitations to optimize human performance within an organization; as well as current industry best practices, academic research in human performance, innovative processes and technologies.
  • Develops relevant reports and report data as required.
  • Acts as a human factors technical point of contact on project and other work activities.
  • Develops processes and procedures that enhance human performance while satisfying operational requirements to meet the mission.
  • Assists with development of mission and operational documents. Engages with stakeholders to implement a unified approach to gain and/or improve integrated, global intelligence capabilities.

Education/ Qualifications:

Bachelor’s degree in relevant fields such as human factors engineering, behavioral science, instructional/training design, industrial engineering, or systems engineering and a minimum of five (4) years’ experience.  Advanced degrees may offset years of experience.

Demonstrated prior experience in developing US military and Federal Civilian policies, doctrines, standards, regulations, manuals, and/or Personnel Qualification Standards desired.

Skills: Demonstrated working knowledge of Microsoft Word, Outlook, Excel, SharePoint, and PowerPoint.

Certifications: Intelligence Fundamentals Professional Certification (IFPC) desired.

Knowledge:

Desired knowledge of the USCG Intelligence Enterprise and how it has developed since 2007; overall USCG mission and business model; processes and procedures within the USCG training system managed by FORCECOM; role of competencies in workforce management and the USCG’s Competency Management System; role the USCG plays within the US Intelligence Community; and unit types, systems, and authorities within USCG Intelligence.

Security Clearance: Current TS with SCI eligibility at the time of hire.
