Job Description
Responsibilities/Qualification
- Write country papers that address science and technology capabilities within specified countries and other countries offering potential opportunities for future engagement, as well as delineating the relationship between that country's science and technology community and the United States.
- Provide coordination on the development of Memorandum of Understanding (MOU), Project Arrangements (PA), and Designated Disclosure Authority Letters (DDL); provide support for exchanging information, drafting project arrangements, and equipment material transfer agreements on the International Cooperation policies and procedures matters for U.S. delegate.
- Identify science and technology being conducted in the Department of Defense and its partners that may have application to other Departments and Agencies of the U.S. Government; identify areas within the acquisition processes where technology transition could occur without causing major perturbations to ongoing efforts and programs of record.¿
- Create and manage international engagement planning and schedules across existing portfolios as well as beneficial future engagements with other international partners, including potential priority engagements; Coordinate, synchronize, and enhance efforts and multilateral initiatives undertaken by the OUSD(R&E) as well other key stakeholders in the U.S. Department of Defense.
- Study, analyze, and make recommendations for cooperation with key international partners; facilitate interagency and multilateral agreements between the Government and governmental and non-governmental agencies; serve as a liaison between members of OUSD (R&E) and international representatives.
Required Qualifications:
- A minimum of five (5) years’ relevant experience
- A Bachelor’s degree from an accredited college or university is required. At the discretion of the Government, specialized experience which includes military experience may be substituted in lieu of specific educational requirements
