Position Summary

Alion is engaged with a DoD Agency which recently implemented the beginning phases of an IT budgeting process integrated with an IT governance and portfolio management process. The IT budgeting process is supplemental to the Agency’s primary budgeting process and provides its stakeholders with an opportunity to align and justify information technology funding to business and strategic requirements.  The process leverages an IT governance structure so that the Agency can take a whole-of-government approach to identify, cost, prioritize, select, and monitor IT programs that most effectively support the Agency mission.  The Agency seeks to continue budget reform by standardizing IT cost allocation, connecting funding decisions to IT infrastructure, and unifying the Planning, Programming, Budgeting, and Execution (PPBE) process with its Trust Fund process.

Alion has an exceptional opportunity for a Senior IT Budget Analyst to serve as the technical expert on IT budget formulation and execution.  S/he will work within the IT Portfolio Management team to accelerate the improvement, adoption, and alignment of the IT budgeting process. As part of an integrated team, the Senior IT Budget Analyst will develop and/or refine new processes that will operate within an integrated investment management and governance framework. 

The Senior IT Budget Analyst will primarily focus on budget formulation and budget execution.  While managing and facilitating both appropriated and non-appropriated budgeting processes, s/he will also shape them so that they are more efficient.  S/he will work with IT, mission, and financial stakeholders within the agency and the mission-centric community.

The candidate will have strong initiative, motivation, and passion for building and executing budgeting processes, and, for delivering high-quality products for the purpose of improving IT budgeting.  S/he will contribute skills and experience towards strengthening IT financial management decision making and accountability, as well as improving program and operational outcomes.

Duties and Responsibilities

Budget Process Transformation:  The candidate will implement process and policy improvements that assist in transforming IT investing and improving IT spending transparency. The candidate will work towards (1) streamlining the budget process; (2) aligning appropriated and non-appropriated budget processes; (3) improving cost and variance reporting; and (4) upgrading the quality of budget formulation and execution numbers.  S/he will improve the budget planning, formulation, and execution processes for the IT directorate, the Agency, and associated implementing agencies (IA).

  • Align budget and portfolio management processes in order to be in compliance mainly with DoDI 8115.02, "Information Technology Portfolio Management Implementation," October 30, 2006;  DoDD 7045.14, "The Planning, programming, Budgeting, and Execution (PPBE) Process," January 25, 2013;  DoD Instruction 7000.14, “Department of Defense Financial Management Policy and Procedures,” September 17, 2008.
  • Use human-centered design and workflow analysis to redesign budget processes and clarify roles.
  • Integrate governance processes, investment analysis processes, appropriated PPBE process, non-appropriated budgeting processes, and portfolio management with IT budgeting activities across entities.
  • Assist with the development of tracking mechanisms to ensure full accountability.

Budget Formulation:  S/he will develop and perform budget formulation activities that assist in transforming IT investing and improving spending transparency. The candidate will manage and improve the budget planning and formulation processes for the IT directorate, the Agency, and associated entities. S/he will work with division leaders, program managers, and IA IT leaders to develop the Agency’s budget.

  • Prepare strategic, operational, and fiscal guidance for budget process stakeholders so that they may prepare budget submissions that align with Agency strategic/operational goals and OMB-initiated fiscal constraints.
  • Design and develop standard operating procedures, work instructions, system guides, training materials, and templates that will ensure budget entry and justification activities are completed in a high quality and timely manner.
  • Develop processes, policies and procedures that describe to agency stakeholders how IT budgeting will be conducted. 
  • Identify resource requirements and coordinate major program funding requests.
  • Facilitate the development of budget exhibits for O&M, Procurement and RDT&E.

Budget Execution:  Assist in conducting the analysis, monitoring and evaluation of programs to determine whether they are producing the desired outcomes. Provide input into budget formulation process.  Assist in identifying issues and trends affecting budget execution.

  • Review spending quarterly and at mid-year to ensure budget compliance and understand if Operations & Sustainment assets require additional funding to better serve the Agency mission.
  • Analyze historical budgets and associated operational changes that could affect future year expenditures.
  • Help develop annual spend plans, track key performance measures, and analyze variances.
  • Track spending by object class code.
  • Maintain financial data in relevant DoD financial systems.

Experience, Skills, Education

  • Experience:
    • Experience managing competing activities and meeting deadlines as the Agency builds its IT budgeting policies and processes.
    • Experience with facilitating meetings and developing briefing materials to be presented to senior managers..
    • Experience with Microsoft Office, including Word, PowerPoint, Excel and government financial systems.  Develop and maintain Excel files to collect, consolidate, and analyze IT budget data.
  • Required skills:
    • PPBE and federal budgeting process
    • Strong communication, presentation and interpersonal skills
    • Excellent customer service skills 
    • Experience with DoD budget databases
    • Problem solving
  • Preferred skills and attributes:
    • Strong understanding of how portfolio management, budget formulation, IT project lifecycle management and IT governance integrate.
    • Experience with process improvement, strategic planning, change management, and organizational redesign.
    • Budget improvement at an agency level
    • Certified Defense Financial Manager (CDFM)
    • Experience with the Select and Native Programming Information Technology (SNaP-IT) database
    • Knowledge of DoD, customers, organization, and business objectives
    • Utilizes knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions
    • Experience providing training on DoD and Agency budget processes, requirements and compliance
  • Education:
    • Business degree with Finance or Accounting specialization preferred
