Position Summary
Leads the team supporting the PMS 377 LCAC Assistant Program Manager (APM) and LCAC Execution Manager.  The Life Cycle APM manages all aspects of LCAC Life Cycle and LCAC Service Life Extension Program (SLEP), and the Execution Manager executes all on-site availabilities at ACU 4, ACU 5 and NBU 7. Supports LCAC financial management, assists in development of yearly Task Planning Sheet (TPS) development, reviews and responds to budgetary development for forthcoming fiscal year(s).  Generates and uploads Core and Above TPSs into IDE application.  Develops/submits Task Change Requests (TCR) and Above Core TPSs throughout fiscal year.  Develops Core Activity Budget and Spend Plan (as required).  Provides support for POM-Financial Management Board for Operation Procurement (OPN) for procurement of material, Operation Maintenance (OMN) for maintenance and repair, and SCN for SLEP.  Tracks, updates and inputs FMP/PSE contract award, start / delivery dates, mods and schedule changes in Availability Tracking Log.

Leads, mentors and manages team consisting of up to four analysts.

Monitors the status of craft during Fleet availabilities to include SLEP, Post SLEP Extension (PSE), Fleet Modernization Program (FMP) and Alteration Installation Team (AIT); providing analysis and resolution of problems.  Manages the Availability Tracker metrics, to include documenting progress of each availability, cost of each availability and growth spent on each availability.  Provide emergent issue/action item support for technical issues, business case analysis, schedules, specific CCD’s and other. 

Proactively integrates with the In-Service Engineering Agents (ISEAs) in Panama City, Philadelphia, and Boston Planning Yard to resolve technical issues.

Support the APM in urgent daily activities. Interfaces with PMS377 On-Site representatives imbedded at the Fleet units. Works closely with the LCAC Planning Yard.

Uses highly complex quantitative analytical techniques to assess process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Prepares documentation, reports, project plans and fielding plans to describe activities planned and accomplished, status reports, letters, memoranda, and messages.

Prepares briefs to senior Navy leadership.

Performs additional duties and responsibilities as assigned.

Education and Experience
Bachelor’s degree plus 8 to 10  years of experience directly related to acquisition and/or life cycle management.  Experience with US Navy ship / craft programs is desired.

In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities
Experience with government contracting relating to craft or ship maintenance.  Comprehensive knowledge of craft/ ship or aviation maintenance. Shipyard or ship repair experience desired.

Ability to apply knowledge of ship and craft repair processes, NAVSEA budget processes and  program management to support customers in the execution  and improvement of maintenance processes,  policy and procedures.

Excellent ability to demonstrate leadership.

Ability to develop and review products for accuracy.

High proficiency in Microsoft Word, Excel, and PowerPoint.

Excellent communication and interpersonal skills.

Good organizational skills.

Candidate must be able to obtain and maintain a SECRET clearance as a condition of employment
