Position Summary

Supports the PMS 377 LCAC & SSC C4N Manager in the planning, oversight, and execution of complex and advanced projects related to system and technical product development.  Specifically, provides technical review and recommendations for Craft Change Document (CCD)  and Service Life Extension Program (SLEP) drawings, C4N test plans and reports,  Statements of Work (SOW), Test Plans and Test Execution Plans,  Develops contractor submitted condition reports,  SLEP equipment lists and technical proposals. 

Prepares and issues SLEP craft specifications for C4N requirements.

Tracks and maintains updated status for SLEP C4N requirements, PMS377 C4N Task Planning Sheets (TPS), and software block cycle upgrades for Engineering Configuration Control Board (ECCB). 

Ensures items on C4N top ten technical issues are being worked and status updated, software and Hardware platforms are maintained in accordance with current Software directives, LCAC ECCB agendas and minutes are distributed, and CCDs are being properly processed.

Monitors preparedness and completion of project Milestones.

Ensures software block cycle upgrades are being properly created and all equipment is available for the upgrade.

Analyzes  adherence to CYBERSAFE/IA/ PIT requirements in current and future craft information systems.

Exercises independent judgment in conducting complex analyses and development efforts, and provides technical direction to other staff.  Educates and advises more junior technical staff members in the technical aspects of their efforts.

Prepares and reviews input to major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.

Complies with applicable quality and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in electrical engineering or a related scientific discipline plus at least 5 years of directly related experience working with a DoD Program Office or Naval Sea Systems Command. 

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data. Applicable experience desirable for this position includes:

Experience with Navy C4ISR systems (including experience with navigation systems)

Experience with assisting in major software block upgrades to Navy systems.

Shipboard naval experience

Knowledge, Skills, Abilities

Strong analytical skills and attention to detail.

Excellent communication, presentation and interpersonal skills

Familiarity with Navy and/or Industry Standard Cybersecurity requirements.

Ability to understand, summarize, communicate, and document technical issues.

This position requires a Secret clearance.
