Responsibilities/Qualification

USINDOPACOM’s rapid warfighting capabilities mission requires a Cyber Security Engineer Lead and Subject Matter Expert (SME) to lead the design, testing and implementation of state-of-the art secure operating systems, networks, and database products. Provides technical expertise on security issues for all levels including architectures, firewalls, electronic data traffic, and network access.

USINDOPACOM requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements.

Leads the implementation of new security solutions, and creation and or maintenance of policies, standards, baselines, guidelines and procedures as well as conducting vulnerability audits and assessments.  The individual supports a large portfolio that touches a cross section of the command. At any given time, there are over 50 active projects spread across nearly 20 organizations. These innovation efforts meet the needs of the warfighter through a rapid, cost effective, non-traditional and realistic approach to solutions. Efforts are operationally focused, realistic, statistically defensible, whole solutions involving technology, tactics, techniques and procedures (TTP) and training. Projects may also include interaction or cooperation with Indo-Pacific Theater allies to include Japan, Thailand, and Korea.

Duties and Responsibilities          

Leads the implementation of new security solutions, and creation and or maintenance of policies, standards, baselines, guidelines and procedures as well as conducting vulnerability audits and assessments.

Designs vulnerability assessments, penetration tests and security audits and provides recommendations for application design.

Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research.

Oversees development new systems, applications, and solutions for external customer enterprise-wide cyber systems and networks.

Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.

Recommends new architectural features into existing infrastructures, designs cyber security architectural artifacts, providing architectural analysis and relates existing system to future needs and trends.

Embeds forensic tools and techniques for attack reconstruction, provides engineering recommendations, and resolves integration/testing issues.

Participates in the creation and enforcement of enterprise security documents (policies, standards, baselines, guidelines and procedures). Maintains documentation, procedures and working instructions in accordance with federal and departmental guidelines.

Analyze logs and reports and interprets the implications. Participates in investigations into problematic activity and assists with plans for appropriate resolution.

Assists with proposals, including gathering facts, analyzing data and preparing project overview which compares alternatives in terms of cost, time, availability of equipment and personnel, etc.

Performs additional duties and responsibilities as required.

Education and Experience

Bachelor’s degree in Information Assurance, Computer Science, or a related field plus 8 to 10 years of related experience or Master’s degree preferred. An Information Assurance certification in compliance with DoD 8570 (e.g. Security+) is required.

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Knowledge, Skills, Abilities

Demonstrated command of engineering of principles, methods, and techniques in data security and system development.

Advanced knowledge of secure operating systems as well as data security.

Effective customer and organizational level communication, presentation and interpersonal skills.
