Responsibilities/Qualification

PMS 450A Overview:

The Assistant Program Manager (APM) for Business and Acquisition (PMS 450A) oversees the Procurement, Budget, and Acquisition Branches in PMS450. 

Purpose of Position/Major Duties:

This position reports to PMS 450A and performs the following duties:

Budget Formulation and Execution:

  1. Prepare and submit budgets for the Navy, OSD and President's budget submissions
  2. Develop Program Objective Memorandum (POM) issue papers and coordinate consolidated inputs for leadership review
  3. Execute PMS450 funding within the purpose, time and amount authorized
  4. Create obligation and expenditure reports for PMS450

Cost Estimating:

  1. Review and develop life cycle cost estimates (LCCE) for future undersea dominance requirements as directed to include payload integration as well as future block technology insertions
  2. Conduct risk and uncertainty analysis focusing on identifying, quantifying, and modeling high-risk elements to provide leadership with the ability to make risk informed decisions
  3. Support "what-if" drills, analysis of alternatives (AoA), cost-benefit analysis (CBA) and other cost excursions as required

Financial Management Analysis/Decision Support:

  1. Identify potential cost overruns on specific tasks
  2. Recommend prospective program trade-offs to fund overruns (if applicable)
  3. Coordinate with performing activities to proactively identify opportunities and/or risks

Deliverables will include, but are not limited to:

  1. Budget documentation

  2. Obligation and expenditure status reports
  3. Financial database incorporating PMS450 budget, obligations and expenditures
  4. Dynamic cost models to support adequate budget formulation for future undersea dominance requirements
  5. Cost estimate and methodology documentation
  6. Risk and uncertainty analysis outputs
  7. LCCE vs budget tables (Spruill Chart)
  8. POM briefs
  9. POM issue papers
  10. Data visualization and customized dashboards

Knowledge Required by the Position:

  1. Knowledge and experience in cost estimating techniques
  2. Proficiency in Microsoft Office products (Word, Excel, PowerPoint)

Education and Experience Required

Bachelor’s degree in related discipline plus at least 8 years of directly related experience or a Master’s degree and six years of experience preferably in a government contracting environment.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

 A SECRET security clearance REQUIRED.

Comprehensive knowledge of financial, accounting, and forecasting concepts.

Comprehensive knowledge of DAR, FAR, and other relevant laws, regulations, and policies.

Knowledge of financial and accounting software applications including JAMIS.

Excellent communication, presentation and interpersonal skills.
