Job Description


Position Summary

Leads the development and implementation of policies, guidelines, and procedures to ensure effective and economical support for manufacturing or servicing of products, equipment, and systems. Includes the gathering and analysis of information on highly complex product plans and project objectives, providing tracking and status reports, and support for ensuring distribution and delivery commitments.

Functions as a primary Navy representative for the design and development of the Sea Services Deployment Module (SSDM) within ICODES. SSDM will replace TCAIMS II as the Navy's unit move system and will merge existing MDSS II unit deployment capabilities into ICODES to support Navy force deployment planning and transportation functions.


  • Analyzes highly complex contractual documents, technical data, customer usage data, customer operation characteristics, and related reports to determine requirements.
  • Perform transportation system analysis to develop data capture requirements, functional user documentation and interface specifications.
  • Researches and develops policies, guidelines, and procedures to ensure quality and cost control.
  • Assesses and recommends the feasibility of proposed approaches to solve highly complex problems.
  • Researches various Department of Defense and Service publications, the Defense Transportation Regulations, and other regulations, guidance, and existing system documentation to define the scope, functionality, and logical flow of data through the planned system.
  • Prepares and presents reports, studies, cost analyses, and briefings to staff and customers as needed.
  • Prepares training products related to SSDM. Leads pilot training sessions for Navy and Marine Corps logisticians who must use SSDM in preparing for unit deployments.
  • Coordinates technical data transfer requirements and processing; tests the validity and functional capabilities of developed programs or reports. Stays abreast of any system or site configuration changes which may affect system development/operation. Analyzes proposed changes and, if necessary, recommends alternative proposals/methodologies when problem areas surface.
  • Leads technical discussions at project review sessions and in negotiations with the customer.
  • Coordinates with functional users of this system, and those systems that interface, to align defined requirements, existing system documentation, and procedures with system functionality.
  • Coordinates with contractor personnel and functional users to gather information concerning system logic and develop automated system processes and workflows.
  • Researches logistics technology advances and applies appropriate technology in order to improve logistics processes.
  • Ensures system development proposals allow sufficient interoperability with other existing or planned Navy, Marine Corps, and joint transportation systems.
  • Participates in software testing and validation to ensure adherence to functional requirements or system specifications.  Ensures system documentation is prepared and maintained and that users are instructed in system capabilities and procedures. Prepares and presents system briefings and demonstrations, as required.
  • Participates in writing proposals calling for logistics expertise.
  • Identifies any problem areas that might impact SSDM development, training, or implementation, along with recommended solutions. Focus will include detailed functional problems pertaining to data values, data flow, and/or processing as they impact overarching system requirements.
  • Identifies and resolves highly complex logistics issues.
  • Coordinates with personnel developing training materials for SSDM, reviewing materials for adequacy and technical validity. Reviews the Front End Analysis and other training planning and conduct products.
  • Provides assistance in drafting and execution of the SSDM Implementation Strategy and training course curriculum development.
  • Performs additional duties and responsibilities as assigned.



Education and Experience

  • Bachelor's degree in related discipline plus at least 6 years of directly related experience working with Navy or Marine Corps transportation systems that support the embarkation/mobility process. The degree requirement may be waived for an otherwise highly qualified candidate with 10 years of experience working with Navy or Marine Corps transportation systems that support the embarkation/mobility process.
  • In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Candidate must be familiar with JOPES, TCAIMS II and/or other Unit Deployment Systems. Navy, Marine Corps or Army experience with unit deployment highly desirable. Candidate must have experience in the production of training materials. 
  • Candidate must be familiar with training product development practices.

Knowledge, Skills, Abilities

  • Excellent communication, interpersonal and presentation skills.
  • Skill in coordination and analytical techniques required to define functional requirements and to identify and resolve critical problems arising during the development, implementation and sustainment of planned systems.
  • Proficiency in Microsoft applications.
  • A security clearance of an appropriate level may be required after employment.
