Job Description



The Lead Military Analyst supports a project or program that is complex in concept and development related to military operations and readiness. Under the direction of a project, program, and/or division manager, and within the scope of work derived from a contract with a government customer, performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects. Anticipates future requirements.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of applicable operational mission areas and national defense requirements. 

The candidate will assist senior personnel in providing availability planning and maintenance/modernization support for Submarine Squadrons. Support includes:
- Assisting submarine maintenance coordinators in the development of integrated  
  availability work packages and production schedules
- Coordination of Planning Boards for Maintenance (PB4M)
- Identifying critical path jobs and development of work sequence schedules
- Processing of Memorandums of Agreement (MOA) in support of work during
- Liaise with the Lead Maintenance Activity (LMA) and other maintenance organizations to 
  integrate work control priorities and total effort into pier side availability work schedules
- Provide consolidated status reports for ongoing activities
- Represent the Squadron and monitor performance of repair activities during the
  execution of submarine repair periods including attendance at:
                 - Work Progress Execution Reviews (WPER)
                 - Pre-Avail Conferences (PAC)
                 - Arrival Conferences
                 - Daily production meetings
                 - Departure and Assessment conferences
                 - Ship Safety Council meetings
                 - Critiques and fact findings
                 - Other meetings as required    

**** Duties and Responsibilities *****         

Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes accepted theory, principles and methods.
Operates in interagency, joint, and service unique environments.
Applies operational background and experience gained from military service and leadership roles, as well as operational proficiency in analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.
May develop operational ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects.  Prepares or coordinates the preparation of proposals as required.
Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.
May develop and executes budgets, work breakdown structures and other management procedures as required to monitor and control projects.
Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
Maintains and complies with security procedures in the performance of duties.
Performs additional duties and responsibilities as assigned.



Bachelor's degree in engineering or a related scientific discipline plus 8-10 years directly relevant work experience.  Master's degree plus 9 years directly relevant work experience or doctorate plus 7 years of directly relevant work experience.

In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.
(a) GENERAL EXPERIENCE: Four (4) years experience within last 10 years in such areas as computer program analysis, design and development of management information systems, work breakdown structures, or work simplification techniques. Desired is A minimum of two (2) of the years must have been working on Naval engineering projects including design, maintenance, repair, testing, installation, or ship upgrade of naval systems. Also desired is knowledge in commonly used concepts, practices, and procedures within HM&E Systems.
(b) SPECIALIZED EXPERIENCE: Two (2) years experience within last 5 years in database management and the concepts dealing with various computer languages and programs. Desired is A minimum of one (1) of the year shall have been with the 3-M System (PMS, CSMP, OARS), COSAL, ILS and/or SHIPALT/FMP process. Also desired is knowledge of relationships, policies, and procedures for ship maintenance between MARMC, NAVSEA, TYCOMS, Naval Shipyards and SUPSHIP/IMA Organizations.
(c) EQUIVALENCY: No equivalencies of education to experience or vice versa.

Experience in advanced quantitative and qualitative analysis.

Computer literate and proficiency in Microsoft applications.

Excellent communication, interpersonal and presentation skills.

A security clearance of an appropriate level is required for employment.
