Job Description


Position Summary
This position is a lead analyst on a program supporting NAVSEA that is related to Navy Surface Shipboard Modernization operations and Long Lead Time Material (LLTM) strategies. Develops problem resolution options based on thorough knowledge of the situation. Responsible for developing and maintaining Microsoft Office based products to manage data related to surface ship modernization operations, modernization data metrics, and LLTM tracking. 

Duties and responsibilities

  • Provide direct support to the PMS 407 Shipboard Modernization execution leadership team. 
  • Ensure modernization and LLTM efforts are properly planned, fully developed to maturity, and correctly executed in accordance with current NAVSEA guidance.
  • Develop flag ready products and distribute regularly for use of the community in support of data tracking.
  • Conduct strategic evaluations of data to identify risks in future efforts.
  • Map processes to develop multiple scenarios and advise on best way forward.
  • Coordinate with external activities on joint efforts to ensure logical actions and avoid duplication or surprises.
  • Coordinate with external activities on their funding requirements throughout the Future Years Defense Program (FYDP) to include LLTM requirements.
  • Provide impact and recommendations briefings when LLTM availability changes across the FYDP.
  • Develop program briefs, white papers, program plans, and recommendations to NAVSEA senior level staff.
  • Participate in working groups, analytical activities, Integrated Product Teams (IPTs), and other forums as required.M
  • aintain excellent file archives in support of emergent data calls (including but not limited to all email correspondence and all working version as well as final files)
  • Maintain POC list for leadership and develop good working relationships with POCs.
  • Performs additional duties and responsibilities as required.

Education and Experience

  • Bachelor’s degree plus 8 to 10 years directly relevant work experience.  Master’s degree plus 9 years directly relevant work experience or doctorate plus 7 years of directly relevant work experience.
  • some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by in market survey data.


  • An Active Secret Security Clearance is required for employment.
  • Intermediate level knowledge of Microsoft Office Suite (Excel, PowerPoint, and Word).
  • Expert level communication (verbal and written), presentation, and interpersonal skills required.
  • Knowledge of US Navy surface ship classes.
  • Strong customer service orientation and the ability to multi-task.


  • Familiarity with NAVSEA 21 organization, preferably maintenance and modernization programs is highly desired.
  • Familiarity of the Surface Ship Modernization program and Navy Modernization Process is highly desired.
