Job Description


Position Summary

Leads and participates in the performance of pre-award and post award ship contract functions, to include negotiation, award, and administration of contracts.

Evaluates proposed pricing cost proposals, provides technical advisory reports (TAR) to contracting officers.

Duties and Responsibilities          

  • Valuing, negotiating and settling Shipbuilder’s claims, Requests for Equitable Adjustments (REA) and disputes. 
  • Evaluate technical and engineering changes. 
  • Document issues into Technical Advisory Reports (TAR).
  • Leads discussions on planning strategies to procure requirements and conduct complex negotiations in pre-award and post award phases of contracting.
  • Reviews requests, analyzes requirements, and recommends revisions to statements of work or specifications.
  • Determines type of contract, milestones and procurement plans.
  • Reviews justifications for single or sole source and prepares documentation.
  • Identifies sources and analyzes complex financial data and proposals to participate in planning, negotiation and administration.
  • Analyzes proposals for conformance with the solicitation.
  • Performs price analysis to determine reasonableness.
  • Coordinates technical evaluation to determine acceptability of technical proposals.
  • Obtains pre-award surveys to establish contactor responsibility and obtains audits and pricing reports to develop negotiation strategy.
  • Performs administration of contracts, performs termination actions until final delivery and payments are completed and contracts are closed and retired.
  • Complies with security procedures in the performance of duties.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor's degree in contracting, acquisition planning or a related discipline plus 8 to 10 years of experience. Master’s degree preferred. DAWIA Level II Certification in Contracting a plus.
  • In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Required Skills and Experience:

  • Active Secret Security Clearance is required for employment.
  • Engineering and/or fleet operational experience.
  • Strong knowledge of federal and/or local contract laws, regulations and procedures applicable to acquisition and contract administration
  • Strong Knowledge of ACAT I shipbuilding programs.
  • Excellent communication and interpersonal skills.
  • Strong knowledge of various types of contracts, methods of contracting and evaluation.
  • Knowledge and/or experience with some or all of the following is required: FAR principles, GAAP, cost accounting standards (CAS)
  • Knowledge of word processing and integrated software applications is required.
  • Knowledge of a variety of program objectives, technical services, and commercial business practices.
  • NAVSEA cost-estimator experience is highly desired.
