Responsibilities/Qualification

Position Summary

Leads the development, planning, designing, and implementation network engineering plans and wide-scale networks.

USINDOPACOM’s rapid warfighting capabilities mission requires a Network Engineering (SME) to direct and provide expertise in cyber range engineering services and support for training, testing, and experimentation activities.  The individual will directly support the INDOPACOM Cyber War Innovation Center (CWIC).

The Network Engineering SME will provide support for network architecture study and design. The candidate will provide documentation for network device configurations and analyze network performance after new configurations are implemented.  The individual is also responsible for the plan, design, and build of information technology architectural models to test the effectiveness of advanced tools and technologies for cyber defense.

USINDOPACOM requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements.

The Network SME will:

  • Lead, develop, enhance, or update comprehensive, sustainable COOP Plans and COP documentation and information products
  • Complete a comprehensive risk assessment on assigned areas that uses an objective methodology to identify threats and hazards and proposes countermeasures
  • Craft SOPs for identifying Mission Essential Functions (MEF) and Primary MEFs for areas, functions, and locations
  • Provide support by developing a continuity strategy recommendation along with a feasible, executable COOP for defined areas and functions, to restore MEF within an allotted timeline at an alternate site, and then sustain MEFs for a specified period of time.
  • Synchronize the continuity program with other MA efforts such as crisis communications, emergency management, CIP, and AT programs.
  • Based upon the results of the continuity strategy analysis and recommendations, the Network SME will continually implement and/or update the COOP Plan, including revisions for training elements. The individual will also create COOP Plan awareness and initiative updates to the USINDOPACOM HQ and subordinate commands, so that up-to-date, relevant information is available

In addition the work outlined above, the individual supports a large portfolio that touches a cross section of the command. At any given time, there are over 50 active projects requsoread across nearly 20 organizations. These innovation efforts meet the needs of the warfighter through a rapid, cost effective, non-traditional and realistic approach to solutions. Efforts are operationally focused, realistic, statistically defensible, whole solutions involving technology, tactics, techniques and procedures (TTP) and training. Projects may also include interaction or cooperation with Indo-Pacific Theater allies to include Japan, Thailand, and Korea.

Duties and Responsibilities

Defines specifications for complex and detailed schematics for network architecture.

Performs a variety of engineering studies and analysis and recommends hardware and software selection, implementation techniques, and tools for the most efficient solutions.

Debugs and tests networks and assists in performing needs assessments by studying network traffic.

Conducts research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.

Oversees new and existing equipment, hardware, and software upgrades.

Recommends methods and procedures on new assignments and coordinate activities of other personnel

Recommends new hardware and software for networks to determine which products best meet organization/customer needs.

Leads the implementation of networks to assure proper execution and provide resolution for system issues.

Prepares cost/benefit estimates for network design, development, and implementation.

Conducts project planning, cost analysis and vendor comparisons.

Interacts with senior staff on significant technical matters.

Provides training and assists lower level engineers

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 8 to 10 years of directly related experience or a Master’s degree and 6 years of experience. Professional certification(s) may be required.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

A Technical Level II (IAT Level II) certification (e.g., Security+, GISCP, GSEC, SSCP, CySA+ (formerly CSA+), or Security+ SE) is required.

A Technical Level III (IAT Level III) (e.g., CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, or GCIH) is desired.

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Knowledge, Skills, Abilities

Demonstrated command of engineering of principles, methods, and techniques in network design and development.

Strong knowledge of switches, modems, data scopes, patch panels, concentrators, associated terminals, and network management software.

Other relevant certifications in one or more specific applications (such as MCSE, MCSA, CNE, CNA) a plus.
