Recruiting HomeThe Process Quality Engineer will lead process quality improvement activities through direct support to the Navy Continuous Training Environment (NCTE) Operations and Engineering Divisions. The engineer will lead best practices for process improvement efforts across engineering disciplines including CMMI Development (DEV) and Services (SVC), process improvement assessments (e.g SCAMPI), process improvement training and development and implementation of process maturity models.             

Duties and Responsibilities
Within the NCTE Organization, The Process Quality Engineer will lead:

- Process improvement efforts for engineering divisions such as software, networks, integration and IT enterprise development and services

- Work with and enhance the existing quality and process improvement system and develop and execute design methods to improve and enhance process

- Development of various improvements to quality process. Develop and execute new processes within the operation and engineering disciplines
- Internal process and project audits (e.g. SCAMPI), including scheduling and artifact collection
- Administer collection of data, including team and project labor hours, technical information products, and other metrics as defined by the organization and prepare technical presentations. Additionally work with disciplines to improve in data

-Training of CMMI and process improvement models

- Documentation and maintenance of processes, procedures, templates, plans, training tools
- Periodic process improvement compliance training activities

The Process Quality Engineer will:

-Act as the CMMI subject matter expert for Operations and Engineering divisions

-Be responsible for researching, suggesting and implementing process improvement activities such as CMMI maturity level upgrades or other model implementations

-Be Responsible for process quality control across engineering disciplines

-Develop initiatives across the organization to enhance NCTE effectiveness

Experience and Qualifications:

  • Required:
    • Experience in CMMI Maturity Level (ML) 3
    • Experience leading process quality efforts/projects
    • Experience with quality control on multiple projects in multiple disciplines
    • Experience facilitating process improvement and change in development, Information Technology, networking and cyber security engineering
    • Strong written and oral communication skills and ability to work in a team environment is required. 
    • On-site support required.  Interface with customers on a daily basis.
  • Desired:
    • Experience and knowledge in the following: Lean, ISO 9001 and Six Sigma
      • ISO 9001 certification highly desired
    • Experience leading a project through ISO 9001
    • Experience with the following development methodologies: Scrum, Kanban, DevOps, etc.
    • Experience and knowledge in CMMI ML 4 and 5
    • Experience with Confluence and JIRA
    • Modeling & Simulation experience/development desired
    • Security+ certification desired

Knowledge, Skills and Abilities:

  • Working knowledge of MS Word, MS Excel, and MS PowerPoint required.
  • Excellent oral and written communication skills
  • Able to work with divisional processes and priorities
  • Self-motivated, requiring minimal oversight, always strives to do the best job possible
  • Highly motivated and takes initiative to solve problems
  • Able to effectively handle multiple concurrent priorities


Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience or a Master’s degree and 3 years of experience.

In some cases, educational requirements may be adjusted or waived for an equivalent combination of work experience and education. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
