This position shall serve as the Assistant Security Manager and provide executive, management, security and administrative support services and assistance to a PEO IWS program office, the immediate staff and on-site contractors. 

Oversees standard aspects of the DOD, Navy, and Naval Sea Systems Command security programs to guarantee conformity with government security policies and procedures. Primary duties include the direction of the security program, program reviews and inspections, audits and investigations.  Assists the government Security Manager in ensuring that program office personnel are adequately trained and adhere to policies.  Duties include the use of JPAS, in the initiation, processing, and maintenance of security clearances for employees in the facility where located to include assistance SF86 packages/eQIP. Conducts security briefings and develops and administers effective security education program. Assists with investigation of security incidents and violations including development of lessons learned and remediation recommendations.  Assists in the promulgation of security policies and procedures required for the classification, downgrading, upgrading, and safeguarding of classified information at the local facility.   

Previous program office security experience or experience in industry as a Facility Security Officer(FSO) or Assistant FSO, knowledgeable on the physical and digital protection protection of classified and controlled unclassified information (CUI), working knowledge of Joint Personnel Adjudicative System or it’s replacement Defense Information System for Security (DISS).

 Knowledgeable of appropriate actions in the event of potential physical or digital spillage of classified information. Knowledgeable of appropriate DoD and DON references.

Knowledge of DOD and DON 5000.2 series and program office experience as Program Office Protection Lead or IPT member.  Knowledge of Program Protection planning and documentation, Operational Security Planning.

The Contractor Shall provide security support services. The contractor will be familiar with statutory and regulatory requirements governing security for DOD acquisitions and understand the major tasks involved in developing and maintaining strategies, documents and plans, certifications and accreditations.   

Job Functions:

Manage all aspects of the visit clearance process including transmitting outgoing and receiving incoming visit requests, accessing JPAS, ensuring coordination with facility security personnel.  The contractor shall verify personnel security information for employees to have access to computer systems (SAARs).

Receive, handle, store, package, prepare transmittals, and ship or otherwise transfer classified materials in accordance with Federal regulations and local practices,

Maintain classified material inventories and coordinate with safe custodians to ensure inventories are maintained and marking and retention policies are followed,

Support with annual security inspections and daily security check sheet validation including scheduling of inspections and inventories, monitoring of container check sheets (SF702) for completeness, replacement of check sheets each month, retaining check sheets as required. Ensure classified storage container combinations are changed as required, complete SF700 forms,

Manage the property pass program,

Coordinate facility contractor badging applications for program office-sponsored visitors and residents, in accordance with SECNAVINST 5510.36 series.

Manage all Common Access Card (CAC) applications, coordinating with multiple trusted agents, ensuring completion of SAAR forms and requesting NMCI accounts/access; Coordinate CAC coding forms for NAVSEA HQ access,

Coordinate required in-person security and safety training, coordinate security drills and inspections,

Assist employees with all aspects of proper security policy, procedure, and administration,

Manage records, schedules, and correspondence; long-term planning, deliverable tracking, task management and program management assistance; and implementing and maintaining approved standard operating procedures for the program office,

Facilitating interactions between the program office and many other agencies and organizations within and outside PEO IWS. This effort may include administrative support at Headquarters and Field Activity sites for events, meetings, program reviews, symposiums and alternate site visits,

Provide administrative services to include originating/updating briefing materials, graphics work, visual presentations, word processing, formal documentation, and spreadsheet manipulation,

Maintain an effective system to track status of action items and their progress, tracking short range efforts as well as long range milestones.

Knowledge of OPNAVINST 5513.1F, Preparation of Security Classification Guides.  Experience with evolving acquisition program security requirements through all phases of development a plus.  Knowledge and previous preparation of DD254 security classification guidance and dissemination to industry needed.  Knowledge of DoD Industrial Security regulations as well as the National Industrial Security Program Operating Manual I(NISPOM) Chg. 2 needed.

 Office administrative duties may include:

  • Create typed reports and correspondence,
  • Conduct information entry for spreadsheets and databases,
  • Maintain hard-copy and electronic filing system, and
  • Perform additional duties as assigned.

Education and Experience:

Bachelor's Degree in related discipline, or the equivalent combination of education, training, or work experience and at least 8 years of related experience.  (Educational requirements may be adjusted or waived for more than 15 years of applicable work.)

Knowledge and Experience investigating physical security deviations and digital spillage of classified information to establish accountability.

Comprehensive knowledge of DoD security programs related to information and physical security and security management and use of the features and applications related to security management including JPAS and eQIP.

An Active SECRET clearance is required. (Must be able to maintain Secret security clearance.)

This position supports high-level professionals in security duties.  Must be able to show ability to write effectively and demonstrate proper use of English language, grammar, and punctuation.

Excellent word processing skills and strong proficiency in Microsoft applications (Word, Excel, PowerPoint and Outlook).

U.S. Navy or NAVSEASYSCOM experience a plus.
