Job Description

Performs Computer systems development and computer systems analysis, including analysis of subject-matter processes or problems for accomplishment of work through application of computer technology.

o Responsible for all aspects of development:  ADP systems analysis, ADP system design, feasibility studies, requirements analysis, testing, coordination, implementation, maintenance, and for the development of detailed system documentation.

o Interface between the DSCA Mechanicsburg computer development specialists and the functional systems architects/Security Assistance customer base on matters related to ADP systems design.

o Responsibility for designing, developing, implementing, testing, and documenting the assigned systems/subsystems for the Security Assistance community.

o Provide COBOL experience and training as required.

o Provides guidance on the use and testing of state of the art software throughout DSCA IMT, and attends meetings and seminars, both government and commercial, involving new ADPE and software
o Develops and promulgates the plan of action and milestones (POA&Ms) involving the tasking and timeframes for the overall development and implementation of approved development projects.

o Identifies and defines all internal and external interface requirements for systems, subsystems or applications assigned, including but not limited to Legacy Systems bridging, migratory systems, customer systems and EC/EDI requirements, determines the data necessary for exchange and develops a methodology for exchange.

o Monitors the operation of the assigned system(s), subsystems, applications, etc.  Makes recommendations regarding redesign studies and priority areas of improvement, etc.
o Database support as needed (Secondary).

o Technology/System Description:

o MISIL/CISIL legacy environment includes: IBM COBOL, CICS, CA-IDMS, OS/390 MVS JCL, ISPF, Assembler/Flat File Data Storage, IBM M204; CA-ADS.

Education and Highly desired skills:
Bachelor’s degree in Computer Engineering, Software Engineering or other related discipline plus 8-10 years of directly related experience or a Master’s degree and 3 years of experience. Professional certification(s) may be required.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology.
Previous work with DOD DSCA and Navy Legacy systems a strong plus: including STARS, MISIL, CISIL, ITIMP; Foreign Military Sales and Security Cooperation Experience, Foreign Military Sales MILDEP Case Execution.
