Job Description



Responsibilities/Qualification

Provides Live Fire Test and Evaluation (LFT&E) support to all PMS377 programs.  This includes comprehensive test and evaluation (T&E) of Amphibious Assault Ships, General Purpose (LHA), Landing Craft Air Cushion (LCAC), and Landing Craft Utility (LCU). Supports the LFT&E Management Plan, Survivability Assessment Report (SAR), Vulnerability Assessment Report (VAR), and Total Ship Survivability Testing (TSST).  Assists in test development, execution, and scheduling.  

Specific Duties and Responsibilities:

  • Assists the Government in the coordination of all aspects of Operational Test (OT) management of assigned ships/craft. Liaison with Government activities including but not limited to: Navy laboratories and Warfare Centers, Joint Interoperability Test Center (JITC), COMOPTEVFOR, MCOTEA, NAVAIR, SPAWAR, NAVSEA PARMs, and other Test Centers.
  • Correlate the Ship/Craft Specifications with the CDD/CPD and the TEMP into the Requirements for DT, IT, OT, LFT&E, and FOT&E testing.
  • Coordinate LHA(R) TECHEVAL and OPEVAL test execution, coordinate the Operational Test Readiness Reviews, and develop required documentation to recommend readiness for OPEVAL. 
  • Coordinate the development and review of test plans, test schedules, test execution plans, and test results for any assigned lead ship/craft to be built in PMS377.
  • Manage meetings, minutes and action items for LHA T&E Integrated Test Team, T&E Working Level-IPTs (W-IPT), and T&E Working Groups (WG).
  • Support Test Readiness Reviews (TRR), OT Readiness Reviews (OTRR), operational assessments, system integration testing, Builder’s Trials (BT), Acceptance Trials (AT), Final Contract Trials (FCT), Post Delivery Test and Trials (PDT&T), LFT&E, and DT/OT activities.
  • Support Probability of Raid Annihilation (PRA) Testbed Verification, Validation, and Accreditation (VV&A) via coordination with Office of the Chief of Naval Operations (OPNAV) N94, NSWC, Port Hueneme, and Naval Research Laboratory (NRL). Manage Target Threat Validation Report (TTVR) development in coordination with NAVAIR and SPAWAR.
  • Assist in developing PDT&T manual in coordination with stakeholders such as Joint Interoperability Test Command (JITC).
  • Compile and incorporate lessons learned from PDT&T events.
  • Tailor each platform’s test strategy within Capability Development Document (CDD) specifications. Assist with developing test traceability matrices in coordination with stakeholders such as COMOPTEVFOR and Marine Corps Test and Evaluation Activity (MCOTEA) to control scope creep. Draft Test and Evaluation Master Plans (TEMP) in coordination with stakeholders such as Office of the Secretary of Defense (OSD), DOT&E, ASN (RD&A), and DASN (Ships). 
  • Prepares and provides formal briefings to staff and customers and participates in technical discussions at project review sessions and in negotiations with the customer.
  • Provides work leadership to less experienced Test Engineers.
  • Performs additional duties and responsibilities as assigned.

Education and Experience: 

  • Bachelor’s degree in engineering or a related scientific discipline plus at least 8 years of directly related LFT&E experience or a Master’s degree and 6 years of LFT&E experience. 
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable LFT&E work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. Retired military with LFT&E experience is ideal.
  • U.S. Navy or U.S. Coast Guard ship construction or repair work experience and test experience is required.  Amphibious warship ship and/or craft construction or repair work and T&E experience is ideal.
  • Survivability Assessment Report (SAR), Vulnerability Assessment Report (VAR), and Total Ship Survivability Testing (TSST) experience is required.
  • Project management experience is required. PMP certification is ideal.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) Certification is a plus, but is not required. 
  • This work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair and/or underway trials.  Walking and climbing throughout the ship, in order to accomplish ship checks, will be required.  Exposure to high noise levels, uncomfortable temperatures, heights or other industrial safety conditions will require use of personal protective clothing and equipment. Candidates must be able to perform these functions as required.
  • Strong analytical skills and attention to detail are required. 
  • Excellent communication, presentation and interpersonal skills are required. 
  • Must be able to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools (Word, Excel, PowerPoint, Outlook E-mail, Access and Project), Adobe Acrobat, and Windows Explorer.  
  • Knowledge of the principles, practices, and procedures used in test engineering - Required. 
  • A Top Secret security clearance is required for employment.
